2025 - Former Chief Justice David Maraga has sharply criticised President
William Ruto’s proposed Ksh 1.5 trillion Infrastructure Fund, branding it a
gateway for grand corruption.
In a statement released Tuesday by his campaign secretariat,
Maraga, who is vying for the presidency in 2027, described the fund as part of
a troubling pattern of economic sabotage and elite enrichment.
Maraga accused the Ruto administration of repeatedly
launching flashy programmes that ultimately serve as vehicles for looting
public resources.
He warned that the Infrastructure Fund, intended for roads
and development projects, could plunge Kenya deeper into debt while benefiting
a politically connected few.
“The Government’s fiscal credibility is in tatters,” Maraga
said, urging Kenyans to reject the proposal.
He linked the fund to what he called a “pattern of deceit
and impunity,” citing unresolved scandals that have eroded public trust.
Among the scandals, Maraga highlighted the Ksh 111 billion
Healthcare Digitisation deal under the Social Health Authority (SHA), alleging
it was awarded without budgeting or competitive bidding.
He claimed that the contract locked Kenya into a private
vendor monopoly and included an irregular Ksh 7 billion allocation for
unspecified training.
He also cited the fertiliser scandal, where fake products
distributed through state agencies led to losses of Ksh 12 billion, and
criticised the Hustler Fund for lacking transparency and failing to uplift
small businesses.
Maraga concluded by calling for accountability and an end to
what he termed as “reckless financial schemes” that undermine Kenya’s future.
