Wednesday, September 3, 2025 - The Independent Electoral and Boundaries Commission (IEBC) has released comprehensive guidelines for independent candidates ahead of the by-elections scheduled for Thursday, November 27th, 2025.
In a statement issued by IEBC Chairperson, Erastus Ethukon,
the campaign period will officially run from October 8th to November
24th, 2025, with daily activities restricted to 7am-6pm. Candidates
and supporters are urged to uphold peace and adhere to electoral laws.
Independent aspirants must submit a clearance certificate
from the Registrar of Political Parties confirming non-affiliation with any
party for at least three months prior to the election.
They must also submit their preferred name and symbol by
September 17th, using prescribed Forms 11N and 11P, delivered to
Anniversary Towers between 8am and 5pm.
Approved symbols will be gazetted at least 14 days before
nominations. A pre-nomination meeting is set for October 3rd,
convened by Returning Officers to clarify requirements.
Senate hopefuls must present a nomination form and a list of
2,000 registered county voters with ID copies.
National Assembly candidates need 1,000 constituency voters,
while County Assembly aspirants must provide 500 ward-level supporters.
All independent candidates must submit agent names at least
14 days before polling day to facilitate training and verification.
The Electoral Code of Conduct will be enforced from the
by-election notice publication until the swearing-in of elected leaders.
Disputes will be handled by the Commission’s resolution
committee between October 8-17, while breaches of the Code will be addressed by
the Electoral Code of Conduct Committee until gazettement.
