Tuesday, August 26, 2025 - Law Society of Kenya (LSK) President Faith Odhiambo has been appointed Vice-Chairperson of a high-level panel tasked with designing a framework for compensating victims of demonstrations, public protests and riots.
According to a Gazette Notice issued on Tuesday, August 26th,
Odhiambo will deputize Professor Makau Mutua, who has been named Chairperson of
the committee.
The panel draws together legal, civil society, and
governance experts, including Kennedy N. Ogeto, Irungu Houghton, John Olukuru,
Rev. Kennedy Barasa Simiyu, Linda Musumba and Duncan Ojwang’.
Others appointed are Naini Lankas, Francis Muraya, Juliet
Chepkemei, Pius Metto, Fatuma Kinsi Abass, and Raphael Anampiu.
Richard Barno will serve as Technical Lead, supported by
Duncan Okelo Ndeda as Co-Technical Lead.
The committee will also have Joint Secretaries Jerusah
Mwaathime and Raphael Ng’etich.
The panel’s mandate includes developing an operational
framework to verify, categorize, and compensate eligible victims of protests.
It is expected to engage with families, human rights bodies,
civil society groups, religious institutions, and state agencies to ensure
inclusivity.
The team will also authenticate victim data from bodies such
as IPOA, KNCHR, the National Police Service, and the Ministry of Health.
Where evidence supports it, the panel may recommend
reparations, prosecutions or accountability measures.
Additionally, the panel is tasked with proposing legislative
and institutional reforms on protest management and policing.
It has powers to access state records, summon witnesses,
co-opt experts, and regulate its own procedures.
The secretariat will be based at KICC, with its term set at
120 days.
This appointment comes two weeks after Treasury CS John
Mbadi announced constitutional powers will be invoked to fund compensation,
citing a political agreement between ODM leader, Raila Odinga, and the Kenya
Kwanza Government to address victims of police brutality.
