2026 - The Government through the Ministry of Education has directed the
Teachers Service Commission (TSC) to take disciplinary action against the Principal
of Alliance Girls High School for introducing an unauthorised school fee
structure.
In a letter dated Wednesday, April 29th, 2026,
and addressed to TSC Acting CEO Evaleen Mitei, Education Cabinet Secretary
Julius Ogamba said an investigative assessment conducted on April 28th
established that the Principal had presided over the implementation of extra
levies not sanctioned by the Government.
According to the Ministry, parents and guardians were forced
to pay Ksh120,179, far above the approved figure of Ksh53,558.
“The unauthorised fees structure has imposed on parents
and guardians a financial burden… over and above the figure sanctioned by the
Ministry of Education,” the letter stated.
Ogamba noted that the revised fees were introduced without
the legally required approval from his office, contravening Section 29(2)(b) of
the Basic Education Act, 2013.
He further faulted the school administration for adopting a
budget containing non‑essential and unrealistic expenditure items.
“The Principal facilitated the adoption and
implementation of a budget containing non‑essential expenditure items, as
particularized in the investigative assessment report enclosed herewith,”
the letter read.
The Cabinet Secretary recommended disciplinary measures
against the Principal for failing to comply with education laws and Government
directives.
“We recommend that the Teachers Service Commission institute appropriate disciplinary action against the Principal on account of her failure to comply with the provisions of the Basic Education Act, 2013 and resultant government policies,” Ogamba concluded.
