Wednesday, August 6, 2025 - President William Ruto’s Senior Economic Adviser, David Ndii, has sparked national uproar after agreeing with claims that Kenya is a “crime scene” following damning revelations in a Special Audit Report on the Government’s digital payments platform, eCitizen.
The Auditor General’s report, now circulating widely online,
uncovered serious financial irregularities involving the diversion of Government
funds.
It flagged instances where money meant for the Government
was rerouted from the official paybill number 222222 to private accounts.
In one case on January 25th, 2024, four
suspicious transactions totaling KSh127.8 million bypassed the designated
Settlement Account at KCB Bank.
The report also raised concerns over KSh1.8 billion
collected in “Convenience Fees,” charged to users accessing services via
eCitizen.
These funds were reportedly not accounted for through any
formal legal or financial framework.
As public anger grew online, one user referred to eCitizen
as a “crime scene.”
Ndii shocked many by responding, “Whole country,”
essentially extending the accusation beyond the platform.
However, Ndii defended himself insisting that his hands are
clean but reminded Kenyans that the current leaders accused of looting were
elected by the same people complaining now.
“I don’t steal, so I have nothing to fear,” he declared.
