President RUTO exposed badly as Kenya is named among worst-governed countries globally



Wednesday, August 27, 2025 - Kenya has been ranked among the lowest-performing countries globally in matters of governance, according to the 2025 Chandler Good Government Index (CGGI).

Kenya was placed 98th out of 120 Governments assessed in the annual report, which measures state effectiveness through 35 indicators grouped into seven pillars.

The CGGI assesses both Government capabilities and real-world outcomes, with a central focus on whether leadership enables citizens to “rise.”

Kenya scored poorly in several categories, with its lowest ranking in Leadership and Foresight, where it was placed 111th.

This pillar evaluates ethical leadership, long-term planning, adaptability, and innovation.

Kenya also ranked 102nd in Strong Institutions, which measures the effectiveness of the public sector, and 101st in the Marketplace pillar, covering investment, property rights, infrastructure, and regulatory stability.

In Outcomes for Citizens, which assesses delivery of services like healthcare, education, and equality, Kenya placed 95th, while it ranked 96th in Legal and Regulatory Governance.

Its best performance was in Financial Stewardship, where it was ranked 85th, reflecting comparatively better debt and budget management.

Regionally, Kenya lags behind peers such as Rwanda (63rd), South Africa (77th), and Tanzania (78th).

Mauritius leads Africa at 51st globally.

The CGGI notes that Africa recorded the lowest average governance scores worldwide, with only Rwanda and Tanzania improving between 2021 and 2025.

Globally, Singapore retained the top spot, followed by Denmark, Norway, Finland, and Sweden.
