Friday, September 11, 2026 - A multi-agency operation targeting suspected members of criminal gangs and their associates within Kondele, Kisumu County, has resulted in the arrest of a suspected notorious gang member and the recovery of Cannabis Sativa (bhang), crude weapons, government stores and tactical equipment.
The intelligence-led operation, conducted by officers drawn
from the Directorate of Criminal Investigations (DCI), Administration Police
Service (APS) and General Service Unit (GSU), intercepted a white Toyota Axio,
registration number KCZ 808K, and arrested Franklin Okungu, 34, alias
“Ninjaman”, who was aboard the vehicle.
The suspect is believed to be a gang member and associate of
Oliver Jaoko, alias “Olivetti”.
Olivetti is a well-known goon and an ally of Embakasi East
Member of Parliament Babu Owino.
Following his arrest, the suspect led detectives to his
residence in the Manyatta area, where a search was conducted.
The operation resulted in the recovery of pouches containing
arrows, three machetes, a customised club fitted with a metal casing and
screw-gear head, two military-pattern jungle ground sheets, a red beret, a
tactical shirt, a pair of tactical trousers, a pair of tactical shorts and a
black military-style helmet.
Also recovered were 16 Cannabis Sativa-infused cookies (weed
cookies), Cannabis Sativa (bhang), a diary containing handwritten entries
detailing tactics and techniques, training manuals, and other warfare-related
material.
The scene was processed and documented by Crime Scene
Investigators (CSI) from the Nyanza Region, while an inventory of the recovered
exhibits was prepared and signed by the suspect.
Preliminary investigations have established that Okungu was
an instructor within an outfit known as “American Marines”, reportedly
associated with Oliver Jaoko.
He is alleged to have trained members of the outfit in the
handling of swords, pangas and machetes, as well as karate and other combat
techniques.
Investigations have further established that the outfit
comprised bouncers and other youths who were allegedly mobilised and hired for
various assignments before subsequently evolving into a group known as the
“Summit Gang”.
The suspect is being processed for arraignment to face charges including robbery with violence contrary to Section 296(2) of the Penal Code; possession of public stores contrary to Section 324(3) of the Penal Code; possession of property suspected to have been stolen or unlawfully obtained contrary to Section 323 of the Penal Code; possession of narcotic drugs contrary to the applicable provisions of the Narcotic Drugs and Psychotropic Substances (Control) Act; and participation in organised criminal activity under the applicable law.
