KeNHA explains why multi-billion PPP proposal with U.S firm for construction of Nairobi–Mombasa Expressway was rejected



Tuesday, August 12, 2025 - The Kenya National Highways Authority (KeNHA) has revealed why it rejected a Public Private Partnership (PPP) proposal from U.S-based infrastructure company, Everstrong Capital, for the construction of the Nairobi–Mombasa Expressway.

According to KeNHA, the 440-kilometre highway project linking Kenya’s two largest cities failed to meet critical evaluation criteria, leading the PPP Committee of the National Treasury and Economic Planning to decline the proposal during its 54th Ordinary Meeting on July 2nd, 2025.

“It was determined that the proposal does not meet the relevant criteria and should be abandoned per Section 43(11)(c) of the PPP Act, 2021,” KeNHA said, noting the decision followed a thorough review in line with the law.

However, KeNHA has directed Everstrong Capital to restructure its plan, focusing on expanding the existing Nairobi-Mombasa Highway.

A revised submission could be considered afresh by the PPP Committee under Section 43 of the Act.

The Authority stressed that making the decision public was in line with the Government’s commitment to transparency, assuring that it remains fully compliant with the PPP Act’s provisions.

The decision comes less than two months after Everstrong Capital, led by Senior Advisor Kyle McCarter, presented a 2,300-page feasibility study to KeNHA.

McCarter had described the “Usahihi Expressway” plan as the most detailed and transparent study ever submitted, declaring it “investment-ready and execution-worthy.”

“This is what an effective public-private partnership looks like - efficient, impactful, and future-focused,” McCarter said at the time.
