Tuesday, October 14, 2025 - Drama unfolded in Parliament on Tuesday during a National Assembly Health Committee session as Health Cabinet Secretary, Aden Duale, and Kitutu Chache South MP, Anthony Kibagendi, engaged in a heated exchange over the Social Health Authority (SHA).
The confrontation began when Kibagendi accused Duale of
mismanaging SHA funds.
In response, Duale alleged that the MP’s anger stemmed from
the Ministry’s closure of two health facilities linked to him.
“I have closed your hospitals,” Duale declared, prompting
Kibagendi to fire back, “I have no hospitals and have never owned even a
dispensary.”
Ignoring calls for order from Committee Chair James Nyikal,
the verbal exchange escalated.
Kibagendi accused Duale of deflecting scrutiny by invoking
personal ties to the President.
Duale, meanwhile, threatened legal action and claimed
several committee members owned health facilities, suggesting that they were
conflicted and should not sit on the panel.
Following the session, Kibagendi took to social media,
accusing Duale of using baseless claims to dodge accountability.
“Each time I ask CS Duale hard questions about SHA, he says
he has closed my hospitals.”
“Why can’t he name them and provide proof?” he wrote.
The explosive session ended with only three lawmakers
remaining, as tensions over SHA oversight and alleged conflicts of interest
reached boiling point.
