Tuesday, September 30, 2025 - Outspoken Nandi Senator Samson Cherargei has stirred debate after proposing a two-children per family policy for Kenyans.

Cherargei made the suggestion while endorsing Kenya Kwanza’s Linda Taifa/ Linda
Jamii healthcare initiative over the previous Linda Mama programme.
“Linda Jamii is better by far than the moribund Linda
Mama because it protects the entire family through access to affordable and
quality healthcare,” he said.
He added that adopting a two-children policy, similar to
Japan’s, would help families manage resources more effectively.
Cherargei emphasized that Linda Jamii offers broader
coverage, including spouses and children, under the Social Health Authority
(SHA) funds.
These include Primary Health Care (PHC), Social Health
Insurance Fund (SHIF), and Emergency, Chronic, and Critical Illness Fund
(ECCIF). In contrast, Linda Mama focused solely on maternity care.
President William Ruto also weighed in, defending the legacy
of Linda Mama while highlighting how its framework helped shape Linda
Jamii.
“We learnt a lot from the Linda Mama programme,” Ruto
said, noting that the new initiative now includes prenatal, natal and postnatal
care and contributes to Universal Health Coverage.
This comes after former President Uhuru Kenyatta accused
Ruto’s administration of dismantling key healthcare reforms
from his tenure, including the Linda Mama program, which he
said had been replaced by “untried schemes.”
"Today, many of the gains
of the past have been eroded. Linda Mama and others have been
replaced by new, untried and untested schemes.”
“While we wait for these
experiments to work, Kenyans suffer and our progress is dragged," said Mr
Kenyatta.
