RUTO announces compensation framework for victims of police brutality amid U.S scrutiny on Kenya's ally status



Friday, August 8, 2025 - President William Ruto has unveiled a special framework to compensate victims of demonstrations and protests held in Kenya since 2017.

In a presidential proclamation issued on Friday, August 8th, Ruto emphasized the state's obligation to uphold public safety while respecting constitutional freedoms.

“The Constitution establishes the dual obligations of the State and its citizens to maintain a delicate balance between civic responsibility and the exercise of constitutionally guaranteed freedoms,” he said.

Ruto noted that since the 2010 Constitution ushered in expanded democratic space, Kenyans have exercised their rights more freely.

However, some demonstrations have turned violent, leading to injuries and loss of life.

The compensation initiative will cover both civilians and security personnel, including police officers, affected by these events.

“There is compelling national interest in establishing a framework for accountability, redress, and reparations for victims of demonstrations and public protests,” Ruto added.

The framework will be coordinated from the Executive Office of the President in partnership with the Office of the Attorney General, the Ministry of Interior, the National Treasury, and other relevant agencies.

Constitutional law expert Prof. Makau Mutua has been appointed Principal Coordinator. The team will operate for 120 days.

The announcement comes amid growing scrutiny from the U.S, with Senator James Risch calling for a review of Kenya’s Major Non-NATO Ally status over human rights concerns during recent protests.
