Job Title: Regional Humanitarian Policy and Advocacy Manager

Role Purpose: The Regional Humanitarian Policy and Advocacy Manager is responsible for leading the development and implementation of a regional humanitarian advocacy strategy and commissioning policy in coordination with national, regional and global stakeholders to influence decision-makers to uphold and protect children’s rights.
In line with Save the Children’s commitment to the Core Humanitarian Standard and the Grand Bargain, the role holder will engage with regional stakeholders and shape movement-wide policy development on accountability to affected populations, localization and humanitarian-development coherence. In situations of protracted and/or emerging armed conflict, he/she will support country offices to deliver advocacy and campaign strategies to protect children’s rights.
As a member of the regional humanitarian leadership team, he/she will provide advocacy and policy support to country offices delivering humanitarian responses across the region and will deploy to large-scale rapid-onset and/or protracted crises as part of the response team.
He/she will support the Regional Head of Advocacy, Campaigns, Communications and Media and Regional Humanitarian Director to represent Save the Children in external decision-making and networking fora across the region.
The Manager will be responsible for delivering humanitarian advocacy capacity building initiatives to strengthen regional capacity to advocate effectively for children’s rights in emergencies.
He/she will be a member of Save the Children’s global Humanitarian Advocacy Working Group (HAWG) and is accountable for ensuring that members and Advocacy Offices have access to timely and contextually relevant briefing material to influence positive change for children.
Scope of Role:
Reports to: Regional Advocacy and Campaign Director with a dotted line to the Regional Humanitarian Director.

Key Areas of Accountability:
·         Design and implement a regional humanitarian policy and advocacy strategy in coordination with the Regional Head of Advocacy, Campaigns, Communications and Media and Regional Humanitarian Director, country and regional offices.
·         Commission and deliver context specific humanitarian policy and advocacy products, including briefings, reports and key messages to support national, regional and global advocacy on children’s rights.
Deploy to both rapid-onset emergencies to lead humanitarian advocacy in the first phase of the response and support country offices in delivery of advocacy as an integral part of the response strategy (approximately 30% per year).
·         Represent Save the Children in external fora at regional level and develop networks with key stakeholders in national and regional civil society organisations, UN Agencies and regional bodies.
·         Support movement wide capacity building initiatives on humanitarian advocacy at regional level through training, mentoring and peer-to-peer networks.
·         Monitor and document the outcomes of humanitarian policy and advocacy initiatives to support continuous improvement and to assess their impact (including Save the Children’s contribution to changes)
·         Identify and manage potential risks associated with Save the Children’s public positions and design strategies to mitigate the risks that have been identified.

Qualifications and Experience
Essential
·         Knowledge of children’s rights key international agreements and conventions
·         A minimum of five years advocacy experience in an NGO environment, with experience in successfully leading the development and implementation of advocacy strategies
·         Experience of working in humanitarian contexts and knowledge of key trends in the humanitarian sector
·         Experience in leading the creation and implementation of a strategy, demonstrating the ability to identify the necessary steps towards an ambitious goal.

The role will coordinate outputs such as communications packs, multi-media products, key messages, situation update/reports, dashboards, briefings, fact sheets and other information and communications documents for internal and external stakeholders. This role should ensure sustained visibility of responses and constantly evolving dynamics across the movement, highlighting the needs of children.
Scope of Role:
Reports to: Regional Communications Manager, East and Southern Africa.
Save the Children works in 12 countries in East and Southern Africa (Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan, Tanzania, Ethiopia, Zambia, Zimbabwe, Mozambique, Malawi) with a current staff complement of approximately 3500 staff and current expenditure of approximately $300 million each year.
The Regional Information and Communications Coordinator will work under the supervision of the Regional Communications Manager, colleagues in the regional and country office, and across the Save the Children movement to ensure we are garnering and delivering vital information and communication products that enables timely sharing and targeted information with key stakeholders, potential donors, media, Fundraising colleagues, Members and staff across Save the Children International.

Role Dimensions:
·         Consolidate a regional communications strategy for humanitarian work in East and Southern Africa in close coordination with the relevant country offices. Current priority responses include: Horn of Africa, South Sudan and Uganda.
·         Coordinate internal and external communications materials and information management tasks to ensure a platform for member and donor engagement to support fundraising and visibility across Save the Children membership.
·         Support Country Offices to produce, and produce at regional level, a wide range of high quality humanitarian communications, media and information content.
·         Screen all humanitarian communications materials for appropriateness and accuracy including adhering to established and understood guidance on limitations on communications.
·         Represent Save the Children with external contacts and influence critical stakeholders
·         Analyse and effectively communicate complex information to a wider audience.
·         Operate on tight deadlines and use independent judgement within agreed parameters.
·         Demonstrate expert knowledge on information and communications tactics and tools.

Key Areas of Accountability:
Information and Communications
·         Produce accurate, clear and consistent regionally coordinated information and communication outputs relating emergency responses in the region– including key messages, Q&A’s, internal email updates, dashboards, factsheets, reactive lines for media and advocacy work.
·         Work with Country Offices to support and leverage their information and communication outputs, including sector reports, fact sheets, key messages
·         Oversee and act as focal point for all visit requests, coordinating approval of requests and ensuring visitors adhere to the visits protocol
·         Work with Country Office communications staff to ensure their individual comms/media response strategies are carried out
·         Social media: lead on sharing information on platforms Save the Children ‘Workplace’ to reach wider audiences and directly engage supporters in our work
·         Oversee, assist in modifying, support and implement both the Regional and Country Office communications strategies for prioritized responses; the Horn of Africa drought response, South Sudan and Uganda.
·         Ensure all information for external use presents accurate information and appropriate images, and does not put Save the Children unnecessarily at risk
·         Available for travel to the field sites to collect case studies and undertake photography commissions and case studies, approved by Country Offices and coordinated with photo/film team as well as the Humanitarian Communications team at the Centre
·         Collaborate with Advocacy colleagues to ensure core messaging is consistent when being shared externally.
·         Manage the production of compelling photo stories, case studies and audio-visual materials from the field to highlight Save the Children`s work, including the commissioning of photography and film when required and in line with SCI policies and procedures (all consent on file and available). Ensure branding and visibility in the materials.
·         Determine how to use various different materials through different communications channels (print, web page, social media, radio, television)
·         Evaluate results and impact of media and communications activities.
·         Ensures adherence to policy and procedure and that the rights of families and children are respected in all materials produced and disseminated (voice, photo, video, written).
Capacity Building
·         Provide support to the country communications and media team as required
·         Build the capacity of country communications staff, freelancers, and interns in story gathering, photography, media training and information management throughout the response and recruiting/inducting new staff in-country as required.
Media
·         Ensure appropriate communications and procedures for media are followed as per Regional Office, Country Office and Global SCI sign-off protocols;
·         Identify media opportunities within Country offices, Regional Office and flag Senior Management team.
Alliances and partnership
In coordination with line manager:
·         Work closely with other organisations involved in the response to develop joint communication and advocacy initiatives when relevant, ensure Save the Children visibility and profiling.
·         Attend meetings and gather info from the UN, cluster, and governments
·         Continue and grow Save the Children’s influence in relevant INGO/government platforms at the regional level such as the IAWG in Communications and Advocacy purposes, SADC, RIASCO and IGAD among others.
Multimedia
·         In coordination with line manager, undertake multi-media commissions and produce content to accompany compelling case studies particularly on our work around child protection, health and nutrition, food security and
·         livelihoods, education. Facilitate film/photo commissions in liaison with response teams and global film/photo team in London.

Qualifications and Experience
Essential
·         Education to BSc/BA level in a relevant subject or equivalent field experience
·         Proven experience of developing and managing the production of communications materials for INGOs or other similar organisations in emergencies and in humanitarian crises for a minimum of 5 years.
·         Can produce accurate, clear and consistent information and communication outputs relating to both programme support and humanitarian situation – including key messages, Q&A’s and factsheets, case studies, press releases, media statements, briefs amongst others
·         Evidence of excellent English verbal and written communication skills for a wide range of different audiences including donors, journalists and the ‘general public’. Ability to strategically target a wide range of audiences is essential.
·         Deep understanding of the East and Southern Africa context as well as Central Africa, specifically the countries in the Horn of Africa, and South Sudan and Uganda, including Congo and particularly relating to international NGO work
·         Excellent relationship building skills in order to work across all Country Offices and various Members
·         The ability to support the communications team in high-pressure situations, with changing deadlines and priorities, and in a complex humanitarian situation;
·         Understanding how to manage strategic media engagement in politically sensitive environments is essential.
·         Experience in leading information and communication flows between emergency responses and a variety of internal and external stakeholders;
