POSITION: COMMUNICATIONS SPECIALIST

Program / Department Summary: Mercy Corps is leading a consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties.
Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties.
The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.
General Position Summary: The Communications Specialist oversees the production and dissemination of a broad range of communications for the NAWIRI Program. S/he also supports program reporting and communications to County Government Media, USAID, and other institutional stakeholders.
The successful candidate will fill a critical gap in improving internal and external communications through such activities as responding to information requests, writing success stories, and producing a monthly newsletter.
Essential Job Responsibilities
STRATEGY & VISION
·         In coordination with the Chief of Party, develop and implement a NAWIRI communications and media engagement strategy inclausive of enhancing internal communication structures and streams.
·         Contribute to the analysis of topics and events relevant to Mercy Corps’ work on NAWIRI.
·         Serve as the primary point person for all communications related queries related to the Mercy Corps/USAID NAWIRI brand.
INTERNAL & PUBLIC COMMUNICATIONS
·         Serve as the primary point person for media queries for Mercy Corps NAWIRI in coordination with the Chief of Party and the Regional Communications Advisor.
·         Identify media trends that could constitute an opportunity for Mercy Corps NAWIRI team.
·         Attend internal and external communication and media meetings and events.
·         Provide support and guidance to ensure project and donor communications obligations are met.
·         Act as the lead brand manager, maintaining standards across materials, events, and other media
·         Support research & learning findings as well as program impact through the creation of summaries and fact-sheets for both internal and external dissemination.
·         Provide technical and supervisory oversight to the development of protection-oriented digital and print communications (informational brochures, social media content, etc.)
·         Draft final program reports
·         Initiate and/or support the production of communication and media materials for NAWIRI, including talking points, news releases, and contributed pieces.
Knowledge and Experience
·         Bachelor degree or equivalent in media and communications, journalism, social studies or relevant field. Masters preferred.
·         A minimum of 5 years of experience in coordinating and producing written and audiovisual content for donor engagement, public advocacy, media and community relations.
·         Strong written and oral communication skills in English required, including report development, writing and editing.
·         Experience coordinating internal and external communications
·         Experience with Adobe’s design suite a plus.
·         Superior verbal and written communication skills.
·         Proven experience in international development communications.
·         Experience with representation and liaison with donors and peer organizations.
·         Ability to deliver high quality products with short deadlines.

POSITION: ETHICS AND ASSURANCE MANAGER
LOCATION: NAIROBI, KENYA

General Position Summary: The Ethics & Assurance Manager will serve as Mercy Corps Kenya’s focal point for ensuring compliance with Mercy Corps’ Code of Ethics and ethics policies and procedures.
He/she will examine, review, and analyze records, reports, financial information and management practices to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures and will investigate potential violations of the Code of Ethics with an emphasis on fraud, corruption, bribery, and human trafficking.
The Ethics & Assurance Manager will assist the country management team in developing, implementing and monitoring effective financial and operational controls over activities and offices to mitigate risk.
Essential Job Responsibilities
CODE OF ETHICS INCIDENT RESPONSE:
·         Following Mercy Corps’ policies and procedures, serve as country focal point for the internal reporting of any allegations of Code of Ethics violations, including fraud, corruption, bribery or human trafficking.
·         Maintain the country Corruption Incident Register and liaise with the Headquarters Ethics team, and other teams as needed, in the resolution of all reported incidents.
·         As agreed with the Headquarters Ethics department, conduct inquiries and investigations to determine the facts, circumstances and scope of any allegations raised.
·         Collect, analyze and document the results of investigations and communicate observations and recommendations with the collaboration of the Country Director and senior management team, as appropriate.
·         In coordination with the Headquarters Ethics team and the country management team, assist in the preparation of any final reports to fully document the investigation and resolution of incidents.
·         Liaise with program teams in implementing the country Community Accountability Response Mechanism (CARM). Respond to Code of Ethics violation referrals received through the CARM
CODE OF ETHICS TRAINING AND AWARENESS:
·         Assist the country management team with the implementation of new Headquarters or country Code of Ethics policies and procedures, acting as a catalyst for change and acceptance and supporting smooth implementation.
·         In coordination with established on-boarding processes, assist with the on-boarding of new country team members to ensure awareness and understanding of Code of Ethics policies. Conduct and/or coordinate regular anti-corruption, fraud prevention and other Code of Ethics trainings for country staff and partners.
INTERNAL CONTROLS:
·         Assist the country management team in determining effective and efficient solutions to operational issues that ensure compliance with Mercy Corps’ policies and donor regulations, mitigate the risk of fraud or corruption, and also facilitate the achievement of program objectives.
·         Assist program, operations and finance teams with implementing standard procedures or, as necessary, developing and documenting enhanced procedures for high-risk program activities, in particular those providing a direct financial benefit to participants (e.g. vouchers, cash distributions), requiring high value procurement, or the distribution of in-kind goods.
·         In coordination with the country management team and program managers, maintain the country-level Risk Register to identify key risks and document strategies to mitigate these risks.
·         Manage the quarterly update process and ensure communication of action plans.
·         In coordination with relevant teams, perform periodic internal control reviews of in-country financial, procurement, human resource, and logistics procedures in both the main country office and field offices.
Knowledge and Experience
·         BA/S University degree in finance, accounting or a related business field is required; an advanced degree is a plus;
·         5 years+ related work experience with a not-for-profit organization implementing international programs;
·         Strong background in compliance, systems and internal controls;
·         Relevant experience in fraud investigation or auditing, Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) designations are strongly preferred.
·         Solid understanding of a wide-range of ethics violations, including fraud, corruption and human trafficking in humanitarian and/or development settings;
·         Understanding of best practice in ethics management and accountability within INGOs, including best practices for investigations of ethical violations;
·         Demonstrated experience in successfully working with administrative and program staff at all organizational levels;
·         Solid organizational and research skills with a broad understanding of various program sectors and activities;
·         Demonstrated experience in financial and operational data analysis;
·         Advanced computer skills in MS Office programs, particularly Excel;
·         Fluent written and oral communication in English and Kiswahili.

POSITION: COUNTY PROJECT COORDINATOR
LOCATION: ISIOLO, KENYA
Program / Department Summary: A five-year USAID-funded Kenya Feed the Future (FtF) Livestock Market Systems (LMS) Activity for northern Kenya. The associate award 2 will support the Strengthening Community Capacities for Resilience and Growth component.
This activity will contribute to USAID’s Feed the Future Initiative and specifically will improve households’ income, productive assets and resilience to drought and other shocks. Specific areas of focus include strengthened and sustained rangeland and water management; strengthened drought risk management; strengthened conflict management; improved and sustained health, nutrition, and hygiene practices; improved literacy, numeracy, and life skills; and collaborative action and learning for community empowerment.
General Position Summary: The County Project Coordinator will be responsible for the overall county-level planning, coordination, implementation, and monitoring and evaluation of the Strengthening Community Capacities for Resilience and Growth (SCCRG) component.
S/he will ensure all project initiatives are implemented to achieve maximum impact as per project objectives while remaining on schedule and budget. The County Project Coordinator directly manages the county-level staff and closely coordinate with staff from other LMS partners such as ACDI VOCA, BOMA and Smart Regional Consultant on planning and implementation and layering of activities across all LMS awards.
Essential Job Responsibilities
PROGRAM MANAGEMENT
·         Provide overall managerial leadership for the project at the county level.
·         Develop county specific work plans and budget while ensuring teams implement activities on time, within the approved budget, and project deliverables achieve desired impact.
·         Review project implementation strategies and contextualize to specific county.
·         Attend all quarterly project meetings in Nairobi as well as facilitate planning meetings and workshops with government, NGOs, private sector and community partners to revise plans and promote partner acceptance/buy-in.
·         Provide timely updates to supervisor on progress and issues, identifying risks and proposing solutions for action and early resolution.
COUNTY GOVERNMENT ENGAGEMENT
·         Act as the primary liaison with county and national government officials at the county level including representation.
·         Identify county and national government departments relevant to LMS and outline areas of synergies and collaboration.
·         Initiate an MoU with county government outlining roles and responsibilities and potential areas of collaboration.
·         Conduct periodic presentations of project progress, challenges and lessons learned to county government department, assembly and partners.
·         Organize periodic joint field visits with relevant government departments.
·         Facilitate and ensure the participation of relevant county and national government departments in the implementation of the project.
MONITORING AND EVALUATION
·         Ensure effective and timely monitoring, documenting and reporting on all project activities including reports from sub-awardees.
·         Conduct regular visit to field sites to assess progress of activities and provide formal and informal feedback to staff, beneficiaries and supervisor.
·         Identify potential areas for learning and documenting the same to share with other counties and/or the larger LMS and PREG partners.
·         Ensure the submission of all require M&E data and conduct validation of monitoring data before final submission to MEL Manager.
·         Participate in the development of intervention designs, sector strategies and M&E frameworks.
Knowledge and Experience:
·         Bachelors Degree or equivalent in Development Studies, Business, Planning, Social Sciences or other relevant field. A Masters Degree is preferred.
·         A minimum of 5 years of relevant professional experience in multi-sectoral programs, managing teams, strategic planning and implementing programs.
·         Strong managerial skills, including effective personnel management, adaptive management, coordination and decision-making.
·         Strong facilitation and consensus-building skills.
·         Demonstrated experience in building networks with the ability to influence.
·         Strong understanding of USAID compliance issues.
·         Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
·         Spoken fluency is Swahili is required and primary local dialects in Isiolo County is strongly preferred.
·         Previous work experience in northern Kenya, specifically in Isiolo and Marsabit counties is desirable.
