The National Council for Persons with Disabilities (NCPWD) is a State Corporation established in November, 2004 by an Act of Parliament (Persons with Disabilities Act 2003) with the mandate to formulate and implement policies that are geared towards mainstreaming Persons with Disabilities to the National economy. To achieve this mandate, the Secretariat seeks to fill the following positions which are vacant.


SENIOR SUPPLY CHAIN MANAGEMENT OFFICER – JG 5
Job Purpose
The Supply Chain Management Officers support the Council to achieve its strategic goals
through implementation of efficient and effective systems of acquisition of goods, works and services, as well as disposal of assets.
Responsibilities
The duties and responsibilities of the officer will entail: –
  • Implement the annual procurement and disposal plans;
  • Provide secretariat to committees’ incidental to procurement of goods and services, and disposal of assets;
  • Ensure procured goods, services and works are as per specifications;
  • Draft contract documents for goods, works and services;
  • Initiate request for payment for goods, works and services rendered and follow up to ensure settlement; and
  • Carry out market surveys to ensure the Council obtains value for money.
Qualifications
 For appointment to this grade, a candidate must have: –
  • Bachelor’s degree in Commerce, Procurement and Supplies Management, or equivalent from a recognized university;
  • Diploma in Supplies Management or its equivalent from a recognized institution;
  • Master’s degree in Supply Chain Management, Logistics or equivalent from a recognized university is an added advantage;
  • Four (4) years relevant work experience in public or private institution;
  • Attended a Supervisory Course lasting not less than two (2) weeks from a recognized institution;
  • Member of professional body either KISM or CIPS in good standing;
  • Demonstrated results in work performance and
  • Fulfilled the requirements of Chapter Six of the Constitution.

Chief Legal Officer and Acting Corporation Secretary JG – 4
Job Purpose
The Corporation Secretary and Legal Officers are responsible for providing Board Secretariat, legal services and advice to the Council. The Department shall also be responsible for ensuring compliance with the legal and regulatory legislations, provision of legal advice to the Council and Persons with Disabilities. The Department shall also be responsible for effective and efficient management of Board work including compliance with Mwongozo Code and performance contract administration.
 Responsibilities
The duties and responsibilities of the officer will entail: –
  • Provide legal advice to the Board of Directors;
  • Provide secretariat services to the Board on behalf of the Executive Director;
  • Custodian of the Council seal and be accountable to its use;
  • Facilitate Governance Audit;
  • Prepare the Board Calendar;
  • Initiating the development of the Board Manual and Charter; and
  • Overseeing implementation of
  • Advise the Council on all legal matters;
  • Develop, implement and review legal policies and procedures to ensure compliance;
  • Draw and vet of Contracts, agreements and other legal documents;
  • Ensure proper preparation of legal reports and opinions;
  • Coordinate and liaise with external lawyers on all legal matters to ensure that the Council’s interests are taken care of;
  • Undertake legal research; and
  • Monitor compliance with regulatory and legislative requirements
Qualifications
This position is permanent with pension with a probationary period of six (6) months.
For appointment to this grade, an officer must have: –
  • Master’s Degree in Law from a recognized university;3
  • Bachelor’s Degree in Law from a recognized university;
  • Advocate of the High Court of Kenya;
  • Member to the Law Society of Kenya;
  • Hold current practicing certificate;
  • Member, Institute of Certified Public Secretary of Kenya (ICPSK);
  • Experience of not less than eight (8) years, three (3) of which must be in a leadership/senior; management position in the Public Service or Private sector;
  • Course in management lasting not less than four (4) weeks;
  • Post Graduate Diploma in Law from the Council of Legal Education;
  • Proficiency in ICT; and
  • Fulfillment of the requirements of Chapter Six of the
