Job Title: Roving Finance Manager
Team / Programme: Regional Finance Team
Location: East and Southern Africa Regional Office – Nairobi or other SCI East and Southern Africa country office

Contract Length: Fixed term – 2 years
Child Safeguarding: Level 3 – √ the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
Role Purpose: As a member of the regional finance team, the Roving Finance Manager will assume country office or regional finance roles for temporary periods to cover resourcing gaps and to deliver on discrete projects and initiatives so that adequate financial management is sustained and improved. This will include the line management of any appropriate finance and awards staff within the remit of the posting, identifying any capacity gaps and proposing appropriate solutions and capacity building of country office teams.
The role holder will bridge senior country finance staff gaps based on a Terms of Reference (ToR) agreed with Country Finance Director. The role holder will also act as a champion for Save the Children International (SCI) financial policies, standards and procedures, High Performing Organisation (HPO) projects, coaching and mentoring staff and colleagues to ensure a thorough and complete understanding is maintained.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job descriptions and be able to vary working hours accordingly.
Scope of Role:
Reports to: Head of Financial Control and Compliance
Dimensions: Save the Children works in 12 countries in East and Southern Africa (Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan, Ethiopia, Malawi, Zimbabwe, Zambia, Tanzania and Mozambique) with projected 2020 expenditure in excess of $340 million.
Staff directly reporting to this post: Dependent on the nature of each assignment
Key Areas of Accountability:
Key accountabilities are highlighted below and additional responsibilities will be allocated depending on the CO assignment.
1. Financial management systems and procedures
·         During deployments to country offices, assist in developing and maintaining robust financial systems and procedures in line with SCI’s finance policy and good accounting practices,
·         Develop and update the finance diary that covers all finance activities monthly and lead finance staff to adhere to and deliver the required results with high standards,
2. Strategic Financial Planning and Budgeting
·         Provide strategic financial management insight and advice to the CO SMT,
·         Support and coordinate on annual country program Master Budget development, quarterly revisions and analysis on the financial performance of country operations,
·         Manage the financial aspects of budget development for new proposals in collaboration with the Awards Management, Operations and Business Development Team,
·         Ensure adequate shared support costs are built in all budget proposals before submission to donors,
·         Support the regional office finance team on annual budgeting and periodic forecasting processes when not deployed to country programs
3. Treasury and financial systems controls
·         Ensure proper management of cash and bank accounts, timely submission of accurate funds requests to the Regional Office, adequate audit trails and documentation for payables and manage exchange gains and losses,
·         Perform quality reviews, reconciliation of balance sheet/control accounts and analysis of the relevant finance KPIs on a monthly and quarterly basis,
·         Ensure the effective and efficient use of all Save the Children resources, best value for money and safety and security of assets
4. Awards Management
·         In collaboration with the awards management and other relevant functions, ensure timely and accurate and timely financial reports are submitted to donors that align with narrative reports,
5. Finance Governance and Compliance
·         Ensure country program is fully complied with the country specific legislatives and donors’ rules and regulations,
·         Ensure Scheme of Delegations (SoDs) are completed and updated periodically in compliant with the Global Delegated Financial Authority, and are strictly adhered to by the country program,
·         Ensure effective coordination of all in-country audits – statutory, Global Assurance and awards specific audits and handle queries arising from the audits,
·         Follow up and ensure all audit recommendations received from external auditors and Global Assurance Team are fully implemented within the agreed timelines
6. Staff management, training and technical assistance
·         Work with the Country Finance Director to identify areas for improvement in individual and team performance,
·         Lead, manage and motivate finance staff and ensure that they do have clear work plans and learning and development objectives,
·         Ensure all new staff are thoroughly briefed on SCI’s financial management and the organisation’s values, with a specific focus on Fraud Awareness and Anti-bribery policy and procedures,
·         Ensure appropriate segregation of duties and responsibilities within the finance department,
·         Provide technical support, creative and innovative trouble-shooting to improve on financial controls and management,
7. Others
·         Provide a comprehensive handover and an end of visit report detailing outcomes against the ToR, issues encountered, areas for follow up with clear timelines,
·         Perform other relevant Save the Children’s duties as assigned by the supervisor

Experience and Skills
·         Accounting or commerce degree and relevant full professional qualifications (CPA/CA/ACCA)
·         Minimum of 5 years similar progressive work experience in financial management. Not-for-profit experience an advantage

·         demonstrated experience in identifying issues in financial management, applying sustainable solutions, and supporting teams to achieve results
·         proven experience in training and capacity building of staff and teams, including coaching and mentoring staff

·         agree a Terms of Reference (ToR) with the relevant country finance director (and Regional Finance) before a visit and regularly discuss progress with them, adjusting the ToR as required,
·         support financial management of country and management of finance and awards staff, and being accountable for the achievement of results,
·         Provide technical support, creative and innovative trouble-shooting to improve on financial controls and management,
·         support country office to ensure SCI financial policies, standards and procedures are implemented and all timeframes are adhered to (e.g. month-end, cash request etc.),
·         work with the country finance director to identify areas for improvement in individual and team performance and devise with them an action plan to address these areas,
·         provide a comprehensive handover (including priorities, agreed actions, and the timeline for completion),
·         provide an end of visit report detailing: outcomes against the ToR, issues encountered, areas for follow up, capacity gaps and training needs identified.
General
·         be an expert and lead in all relevant SCI financial management policies, standards, procedures and guidelines,
·         maintain up to date knowledge on all relevant SCI award financial management policies, standards, procedures and guidelines,
·         continually review and suggest solutions on any systems, policies, standards, guidance and procedural development requirements identified and assist in their development liaising with senior regional finance colleagues.
