DIRECTOR, PSYCHOLOGICAL COUNSELING SERVICES – ONE (1) POST – V/NO. 195/2019
Basic Salary Scale:    Ksh.132, 000 – 195,410 (Grade CSG 5)
Terms of Service:Permanent and Pensionable or Local Agreement
Qualifications
  • served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Director, Psychological Counseling Services CSG 6 (Job Group ‘Q/R’) or in a comparable and relevant position in the wider public service;
  • a Bachelor’s degree in Counselling Psychology, Psychology (Counselling), or equivalent qualification from a university recognized in Kenya;
  • OR
  • a Bachelor’s degree in any of the following disciplines: Clinical Psychology, Occupational Psychology, Education Psychology, (Guidance and Counselling), Social Psychology, Sociology, Social Work from a university recognized in Kenya Plus a Diploma in Counselling Psychology or equivalent qualification from a university recognized in Kenya;
  • a Masters degree in Counseling Psychology, Psychology (Counselling) or equivalent qualification from a university recognized in Kenya;
  • a Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
  • Membership of a recognized counseling professional body;
  • demonstrated  professional   competence   and   ability   as   reflected   in   work performance and results; and
  • demonstrated a thorough understanding of national goals, policies, objectives and ability to relate to the psychological counseling functions.
 Responsibilities
  • Duties and responsibilities at this level will include:-
  • formulating, implementing and reviewing, psychological counseling Policies, strategies and standards;
  • promoting innovations and creativity to improve psychological counseling services and address emerging issues;
  • providing technical advice on psychological counselling services and care in areas of specialization such trauma, HVCT, drug addiction, child, adolescent and adult counselling, HIV and AIDS, psychological, family and workplace counselling;
  • promoting partnerships and collaborations with other stakeholders in the provision of psychological counselling services;
  • providing guidance on psychological counselling therapeutic and treatment plans;
  • managing client referrals to specialists or other institutions for non-counselling services;
  • liaising with other professional stakeholders on psychological counselling issues and information sharing to promote health care; and
  • ensuring development and administration of psychological counselling tools and tests for clients’ assessment.

DEPUTY DIRECTOR, MANAGEMENT CONSULTANCY SERVICES – ELEVEN (11) POSTS – V/NO. 199/2019
Basic Salary Scale: Kshs. 98, 500 – KShs.166, 780pm (Grade CSG 6)
Terms of Service: Permanent and Pensionable
Qualifications
  • served for a minimum period of fifteen (15) years, three (3) of which should have been at the grade of Principal Management Analyst, CSG 8 and above or in a comparable and relevant position in the wider Public Service;
  • a Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Economics/Statistics, Organization Design and Development, Education, Sociology, Anthropology Government/Political Science, Public Administration or any other relevant Social Science from a university recognized in Kenya;
  • a Masters degree in any of the following fields: Business Administration, Public Administration, Human Resource Management, Human Resource Planning, Human Resource Development, Economics, Statistics, Organization Design and Development or Education from a university recognized in Kenya;
  • a Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
  • membership to a relevant professional body;
  • demonstrated professional competence especially in organizational design and structures, and managerial leadership capability as reflected in work performance and
Responsibilities
Duties and responsibilities at this level will include:-
  • heading consultancy teams and undertaking complex assignments in Ministries, State Departments and Agencies;
  • undertaking studies to ensure optimum and effective utilization of staff in the Public Service;
  • coordinating the development of staffing norms and modeling for optimal use of human resource;
  • undertaking job analysis and job evaluation in the Public Service;
  • designing organizational structures;
  • undertaking focused interventions to support the implementation of broad transformations including merger of Ministries, Departments and Agencies, separation of functions, expansion of functions, re-organization of functions and establishment of new departments;
  • overseeing the preparation of schemes of service and career progression guidelines;
  • following up on implementation of schemes of service and career progression guidelines; and
  • undertaking research in management consultancy and making appropriate recommendations.

LABORATORY TECHNOLOGIST III – TEN (10) POSTS – V/NO. 180/2019
Basic Salary Scale:  Ksh. 24,580 – Ksh. 32,760 P.M.  (Grade CSG 12)
Terms of Service: Three (3) years contract, renewable subject to satisfactory performance
Qualifications
  • a Diploma in any of the following fields:- Applied Sciences (Chemistry, Analytical Chemistry, Industrial Chemistry, Biology), Food Science and Technology or Medical Laboratory Technology from a recognized institution;
  • a registration Certificate issued by the Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB); and
  • a valid practicing license from Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB).
Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-
  • decontaminating working benches;
  • receiving and scrutinizing laboratory requisition forms and specimens for accuracy;
  • preparing clients for collection of specimens;
  • receiving, collecting, labeling and registering specimens;
  • disaggregating specimens for processing and analysis; and performing routine diagnostic tests
