Tuesday August 6, 2019 - National Super Alliance (NASA) leader, Raila Odinga, is among senior politicians who have panicked over the Punguza Mzigo Bill initiated by Third Way Alliance party leader, Honorable Dr Ekuru Aukot.
Over the weekend, Raila Odinga instructed his close lieutenants to go across the country and oppose the bill which is supported by over 90 percent of Kenyans.
On Tuesday, Mathare MP, Antony Oluoch, appeared on Radio Maisha where he begged Members of the County Assemblies not to pass the bill.
Oluoch warned that as much as the bill promises to allocate more funds to the Counties, it had a hidden part which will come back to haunt the MCAs once it is passed.
The MP, who is a close ally of Raila Odinga, claimed that its pursuit for lesser constituencies will most likely result in a reduction of wards as well, which will affect the Ward Representatives in the long run.
"It's very possible that ward reps wataipitisha. Lakini huwezi punguza constituencies na wards zibaki vilevile. Wanapunguza wabunge lakini wakapostpone kupunguza MCAs”
“(It's very possible the ward reps will pass it but you can't reduce constituencies and leave wards intact. They are reducing MPs, but have postponed reducing MCAs.)," Oluoch said.
The lawmaker termed the allocation increment narrative as just bait to nab the MCAs, urging them to abandon the bill and wait for the Building Bridges Initiative (BBI) report.
"Hii jambo ya pesa kuenda kwa ward reps ni carrot tu ndio wapitishe hiyo. Hii sheria is a poisoned chalice”
“(The narrative of monies going to the ward reps is just a bait carrot. This law is a poisoned chalice)," he said.
