Wednesday August 28, 2019-It has now emerged that the former Treasury Cabinet Secretary Henry Rotich and his former Principal Secretary Kamau Thugge violated the regulations during the payment of Sh11 billion upfront to an Italian insurance company, SACE.  

The Directorate of Criminal Investigations (DCI) boss George Kinoti on Tuesday said that they have finished the process of establishing that Kimwarer and Arror dams was undertaken without following the right procedures.  

Kinoti uncovered how the procurement was undertaken and noted the mistakes. It is reported that CMC di Ravenna, which had been given the contract, forced its way into the contract.

The Italian firm, which was awarded the Sh63 billion dams’ saga, failed to comply with the laws of the country in procurement.

 “They (Treasury) have told us that CMC di Ravenna insisted that the insurance be handled by SACE,” Kinoti said.

The management of the Insurance Regulatory Authority (IRA) has also been cornered following the payment of Sh11 billion to SACE. The two have since denied engaging in any crime following their arrest.

Rotich and Thugge were arraigned in court over the alleged loss of funds in the multimillion project. The duo was charged with abuse of office, conspiracy to commit an economic crime, failing to observe laws of procurement and corruption among others.
