Tuesday July 23, 2019-Treasury Cabinet Secretary, Henry Rotich and Principal Secretary, Kamau Thugge have been released on a cash bail of Sh 15 million each.
Trial Magistrate, Douglas Ogoti, also gave them an alternative bond of Sh 50 million and directed them to deposit their passports in court within the next 48 hours.
Ogoti directed the accused not to leave the country without the permission of the court and cautioned them against going near Treasury Building in Nairobi.
The Magistrate also declared Treasury Bulling as crime scene.
Rotich and Thugge were charged with multiple counts including abuse of office, conspiracy to commit an economic crime, conferring a benefit and single sourcing for the insurance of the projects, and approving payment contrary to the law.
According to Director of Public Prosecutions (DPP), Noordin Haji, Rotich and Thugge conspired with 27 officials to steal Sh 19.5 billion during the construction of Arror and Kimwarer dams in Elgeyo Marakwet County.
