Job Vacancy: Women in Rwandan Energy (WIRE) Program Assistant

The East Africa Energy Program (EAEP) is a four-year project to increase on-grid electricity access, accelerate private sector investment, and improve the enabling environment of the power sector in East Africa.
RTI International leads implementation of the program, which is funded by Power Africa, a U.S. Government-led partnership coordinated by the U.S. Agency for International Development (USAID).
RTI International seeks to recruit a Women in Rwandan Energy (WIRE) Program Assistant to be based in Rwanda under the East Africa Energy Program.
Job Summary: The goal of WIRE Program Assistant is to promote an integrated approach to enhance women and girls’ participation and social inclusion across the energy sector in Rwanda.
In close collaboration with the WIRE Coordinator S/He will engage in developing gender equitable HR practices, creating career advancement opportunities for women currently in the workplace and expanding the pool of women workers in the energy sector through the establishment of strategic partnerships.
The WIRE Assistant will work under supervision of the WIRE Coordinator and will also provide administrative support to the EAEP Technical Team (the Rwanda Technical Lead and an Energy Specialist).
Specific Responsibilities:
·         Support the WIRE Coordinator in implementing a rotating apprenticeship program for female university students
·         Support the WIRE Coordinator and the Gender Expert to collect information on gender participation in the energy sector and maintain a database of women professionals in the sector
·         Support the WIRE Coordinator implement a technical training program for promising women with the Rwanda Energy Group (REG)
·         Assist in organizing and conducting high-level meetings and events with partners from across the sector, developing agendas and taking meeting notes
·         In collaboration with the WIRE Coordinator, organize regular WIRE networking events, workshops, and mentoring programs
·         Assist the Monitoring and Evaluation (M&E) Manager, WIRE Coordinator and the Gender Expert in tracking WIRE indicators
·         Help compile regular reports on WIRE activities to share with the EAEP management and USAID/Rwanda mission
·         Regularly support the WIRE Coordinator to develop and share updates and communication through various channels, including social media platforms.
·         Assist the WIRE Coordinator in developing success stories and lessons learned and share these with partners.
·         Properly record and store information on WIRE at all times
·         Other relevant duties as might be assigned
Required minimum qualification and experience
·         Experience in Gender Mainstreaming.
·         Minimum bachelor’s degree in a discipline relevant to energy, international development, capacity building / education, governance and/or gender.
·         Minimum of 4 years of relevant experience with a focus on public and private sector engagement, capacity building and/or gender, strategic collaborations.
·         Strong knowledge of the Rwandan power sector is preferred. Knowledge of DRC and/or Burundi is desirable.

·         English language proficiency
·         Excellent leadership, coordination, and organizational awareness skills
·         Good listening / communication and client skills
·         Superior computer skills, writing ability in English, and presentation skills

RTI International seeks to recruit a Women in Rwandan Energy (WIRE) Coordinator to be based in Rwanda for this program.
Job Summary: The WIRE Coordinator will work closely with USAID/Rwanda, the Rwanda Technical Lead, an energy specialist and a gender expert to support the implementation of a university apprenticeship program; development of a technical training program with Rwanda Energy Group (REG); expansion of WIRE professional network; creation of the WIRE network mentorship program; gender mainstreaming implementation and training program; designing of the National Energy and Gender Mainstreaming Strategy with the Ministry of Infrastructure (MININFRA) and
implementation of community outreach activities, amongst other activities.
S/he will also provide high level representation for the program, as well as manage the WIRE support team based in Rwanda.
Specific Responsibilities:
·         Lead efforts in building a rotating apprenticeship program for female university students, enabling students to spend a few months each at a government affiliated energy sector organization, a private company and a development partner or civil society organization.
·         Help the gender expert collect accurate information on gender participation in the energy sector, identify structural and environmental barriers to women’s equal participation in the energy sector, and create and maintain a database of women working in the sector.
·         Help design and implement a training program for promising women for advancement in the energy sector workplace, including co-launching a technician training program with REG to prepare women for technical roles within the organization and for staffing of the Nyabarongo II Hydropower Plant, which REG targets to be operated fully by women when the project commissions in 2024.
·         In close cooperation with USAID, the WIRE Professional Network Steering Committee and other key partners, establish the WIRE secretariat, which will provide high-level oversight over all partner WIRE activities (not exclusively USAID).
Required minimum qualification and experience
·         Experience in gender mainstreaming.
·         Minimum bachelor’s degree in a discipline relevant to energy, international development, capacity building/education, governance and/or gender. Master’s degree preferred.
·         Minimum of 7 years of relevant experience with a focus on public and private sector engagement, capacity building and/or gender, strategic collaborations.

Job Vacancy: Community Engagement Advisor, Ethiopia

RTI International seeks to recruit a Community Engagement Advisor to be based in Ethiopia for this program.
Job Summary: The Community Engagement Advisor will be responsible for helping interface between electric utilities and communities, to improve understanding and communication on energy-related issues.
The advisor will help utilities communicate important issues like tariff changes and help communities lobby for better access to affordable and reliable power in line with the SDG goal 7.
S/He will also help identify and advocate for solutions to the challenges frequently faced by the energy sector (land rights issues, siting of equipment, electricity theft).
The advisor will hold meetings to understand the issues communities face in terms of service delivery as well as energy access and empower them to take charge of planning for their own energy needs.
S/He will assist communities to work with government officials in having their strategies incorporated into higher level plans. This position will entail communicating sensitive information in order to solve broader issues in the energy system (e.g. electricity theft, tariff increases) and facilitating negotiation between the utility and communities when possible.
Specific Responsibilities:
·         Contribute to project efforts to enable citizen engagement in planning and monitoring of service delivery.
·         Support project staff members to connect with peers through networking and find innovative ways of mutual engagement with civil society for social accountability.
·         Identify, strengthen and develop mechanisms and social accountability tools for civil society dialogue, advocacy and oversight.
·         Identify strategies to promote civic participation and oversight at the project level, institutionalizing participatory processes that promote civil society engagement.
Required minimum qualification and experience
·         Bachelor’s degree in social science, business, or any other relevant field.
·         10 years of experience working with the local governance energy projects in Ethiopia to strengthen and develop mechanisms for engagement of civil society in advocacy and oversight.
Knowledge, Skills and Abilities
·         Exceptional and demonstrated ability to influence and build consensus across diverse groups perspectives.
·         Demonstrated ability to identify problems and propose meaningful solutions required; fluent understanding of social and ethnic issues in Ethiopia is essential.
·         Excellent oral and written communication skills in Amharic required.
·         Strong proficiency in English is preferred.
