Ali Mohammed, an Eastleigh based businessman, alleges that the infamous police officer, Rashid Ahmed, has been harassing and extorting him since 2017.
Here is what happened.
Ali used to run Fusion Shisha Lounge, which he had bought from Ms. Fatuma Sabah and where Rashid, the cop, used to come demanding bribes. He used to give Rashid a weekly bribe of 15,000 shillings until the government banned smoking of Shisha and Ali stopped paying the weekly bribe. Rashid told him he must continue paying the bribe if he wanted to continue running his business in Pangani. Ali refused. On 1st October 2017, Ali was arrested at his business premises at Lunar Park, Pangani and held at the Pangani Police Station. The following day, on 2nd October, while still detained at the police cells, Rashid threatened to kill Ali, before later setting him free.
In December of 2017, cops from Pangani broke into Ali's store at the shisha lounge and made away with over Ksh 1.2 million worth of property. Ali took the matter to court and his lawyers availed orders issued by the magistrate hearing his case, as well as a letter from The Independent Policing Oversight Authority (IPOA), commanding the Pangani Officer Commanding Police Station (OCS) to release the confiscated items, directives that the OCS openly defied. Ali was eventually forced to shut down Fusion Lounge, but the harassment didn’t end there.
In 2018, Rashid and his fellow cops broke into Ali’s home and made away with valuable documents, including a logbook for his car, KCK 067Q. Rashid went further to intimidate the owner of the Lunar Park building, to compel him to throw Ali’s business out of his premises. On 24th September 2018, Pangani police arrested Ali again, accusing him of being in possession of counterfeit cash and proceeded to lock him up at the cells. He was charged in court and released on bail.
Two months ago, on 24th February 2019, at Ushirika area in Eastleigh, Ali was accosted and suffered a fractured leg, after being assaulted by Rashid and officers Yusuf Maalim (NTSA) and Liban Ali (Pangani Police).
Rashid, the cop, and his accomplices continue with their threats to kill Mr. Ali and, in collusion with the OCS Pangani, they are still in possession of his business property worth 1.2 million shillings. Rashid and the OCS have defied directives from IPOA, two court directives, a letter from the Starehe Officer Commanding Police Division and another one from the office of Inspector General of Police, Vigilance House.
