Tuesday March 12, 2019-Even before we forget the dams’ scandal that may take down at least 4 Cabinet Secretaries over corruption, among them Henry Rotich (Treasury) and Simon Chelugui (Water),  ICT Cabinet Secretary, Joe Mucheru, has also been thrust into the spotlight over a Ksh3.2 billion in dubious pending bills.

According to a report by Auditor-General, Edward Ouko, the ministry's Broadcasting ad Telecommunications Department could not provide proof of how it incurred costs.

In the report tabled by Majority Leader Aden Duale, some of the bills were suspiciously listed and did not contain sufficient information on respective suppliers.

Some went as far as to include the year certain goods were supplied but did not have accompanying invoices while some bills were inflated by exorbitantly very big margin.

For example, the demand letter from Nation Media Group (NMG) revealed that they were owed a little over Ksh597 million but the department's figure stood at Ksh1.19 billion.

“The resulting unreconciled variance of Ksh599,711,588 was not explained. In view of the foregoing, the completeness, validity and accuracy of the pending bills could not be confirmed,” revealed the report.

Mucheru did not also indicate correctly that he had received Ksh2.4 billion disbursement from the National Treasury.

Besides, the Mucheru-led ministry was also put on the spotlight over Ksh1.4 billion alleged payouts were not in tandem with the records of recipient government agencies.
