Wednesday March 27, 2019 - A vocal Cabinet Secretary in President Uhuru Kenyatta’s circle has told detectives from the Directorate of Criminal Investigations (DCI) how he stopped the payment Sh 4 billion towards phantom damss when he realised that the dam tenders did not follow the laid-down procedures.
Appearing before the DCI on Tuesday, Munya, who is the former Meru Governor, said he wrote to Treasury Cabinet Secretary, Henry Rotich, and informed him that the tenders for the construction of Arror and Kimwerer dams have problems.
Munya, who the detectives are likely to use as a witness, was not required to present any documents when he appeared before Serious Crimes Unit investigators.
The CS also told detectives how he resisted pressure from some top Jubilee leaders to sign documents that would have released an additional Sh4 billion of taxpayers' cash.
Munya served for six months as the CS for the East Africa Community and Regional Development, the parent ministry implementing the construction of Arror and Kimwarer dams in Elgeyo-Marawet County.
About Sh21 billion has already been paid out for the dams and according to DCI the money was looted by senior Government officials including CS Henry Rotich and his Agriculture counterpart, Mwangi Kiunjuri.
