Director

Reporting to the Chief Officer, the Director will be responsible for the following:-
Responsibilities
·         Developing, implementing and evaluating strategic plans, programmes and projects in collaboration with other Departments and stakeholders.
·         Preparing professional and quality standards for construction of water supply and sewerage infrastructure;
·         Overseeing the construction of water and sewerage works undertaken directly or by contractors.
·         Planning and supervising the programmes and activities.
·         Organizing, directing, controlling and the co-coordinating the functions of the department.
·         Interpreting and applying National and County laws and other related statutes in the department in line with the County goals and objectives.
·         Developing appropriate County departmental policies, legal and institutional frameworks for the implementation of the mandate of the Division.
·         Handling administrative, Human Resource and asset management issues.
·         Overseeing preparation of annual work plans and financial budgets.Ensuring strict compliance with all financial, budgetary and procurement procedures.
·         Co-coordinating production, documentation and dissemination of the relevant division’s information.
·         Providing advice and guidance in recruiting, hiring and staff development.
·         Performing other duties that may be assigned from time to time by the Chief Officer.
Qualifications
·         Be a Kenyan Citizen
·         Be a holder of at least a Bachelor’s Degree in Civil Engineering or any other relevant field from a recognized university in Kenya
·         A Master’s degree in the relevant field will be an added advantage
·         Be registered by Engineers Registration Board of Kenya as an Engineer
·         Have current valid annual Practicing License from the Engineers Registration Board of Kenya
·         Be a member of the Institution of Engineers of Kenya (IEK)
·         Have relevant knowledge and experience of not less than seven (7) years in a senior Public service or the Private sector
·         Demonstrate a high degree of professional and technical competence as reflected in work performance and results
·         Demonstrate general administrative ability required for direction, control and implementation of water and sewerage engineering programs and projects
·         Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030
·         Be conversant with Policy formulation and implementation
·         Be a strategic thinker and result oriented.
·         Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity
·         Have certificate in computer applications from a recognized institution.

Mechanical Engineer
Terms of Service: Three (3) years contract
Salary: Job Group M
Salary Scale: : Ksh.  46,230 x 2,120 – 48,250 x 2,460 – 50,810 x 2,560 – 53,370 x 2,660 – 56,030 x 2,830 – 58,860 x 2,980 – 61,840 p.m.
Responsibilities
·         Maintain a comprehensive preventive maintenance schedule for plant(s)
·         Allocate duties and supervise both machinery and fleet maintenance teams
·         Diagnose faults and ensure timely repairs of the county machinery, equipment and its fleet of vehicles
·         Requisition and verification of quality spares ordered both for machinery and fleet maintenance
·         Responsible for writing technical reports on plant and fleet maintenance
·         Schedule timely statutory maintenance and repairs of county plant (s

Qualifications

Responsibilities
·         General coordination of all water activities/projects at the sub-county
·         Producing designs, both initial outlines and full plans, of sewerage, water treatment and water structures such as pump systems and pipe networks
·         Managing and maintaining water and sewerage infrastructure operations
·         Presenting project details and technical information to the Chief officer
·         Writing reports
·         Preparation of project proposals
·         Liaison with staff from other departments working at the sub county
·         Preparation of bills of quantities
·         Interpretation of bills of quantities and drawings to the residents

Responsibilities

·         Report writing and preparation of borehole completion report
·         Maintenance of drilling equipment

·         Ensure public participation in Government service delivery
·         Collect grass root information on environment, natural resources and agroforestry programs and service delivery and convey to senior officers for policy formulation
·         Supervise the environment, natural resources and agroforestry programs and services in the sub-county
·         Compile regular reports and update
·         Performing any other duties as may be assigned by the immediate supervisor.

Responsibilities
·         Coordinating and supporting the Environment Programmes & the Tourism team on wildlife issues
·         Liaising with KWS on human-wildlife conflict and develop citizen science data in wildlife affected area
·         Implement a system of data storage and management of problem animal control
·         Liaising with wildlife compensation committee
·         To collaborate with the KWS on Wildlife Corridors and Dispersal areas to secure high priority wildlife corridors with the objective of enhancing coexistence between communities and wildlife
·         Explore work with partners on integrated range management and establishing of conservancies
·         Analyse data, report, and publish in relevant media, in collaboration with Makueni County scientists in and relevant collaborators
·         Liaise with relevant departments at KWS, and engage in dialogue with neighbouring County governments and other stakeholders on threats affecting wildlife, especially in Makueni; and make relevant follow up on important point

 Responsibilities
·         Research and develop educational programmes and resources for schools, & community groups or visitors to sites of special environmental interest
·         Promote educational programmes and resources to the target audience through leaflets, newsletters, websites, and in some cases, social media
·         Liaise with colleagues, teachers and community groups on the design and delivery of educational programmes in Makueni
·         Give talks in schools or to community groups on environmental issues
·         Teach groups and interpret the natural environment for them on-site by leading guided walks and answering questions
·         Organise events and activities to raise awareness of environmental issue
·         Train teachers, in the use of resources and in delivering educational session
·         Research and collate scientific data for publication
·         Supervise and coordinate work with volunteers in Environmental matter
·         Act as a point of contact for teachers, educationalists and colleagues and respond to requests for information on educational issue
