EACC catches Assembly Clerk red-handed wiring 26million from the public coffers to his LOVER after she supplied ‘air’ to the Government

Wednesday October 3, 2018 - Ethics and Anti-Corruption Commission (EACC) detectives revealed that they arrested Homa Bay's Assembly Clerk for misappropriating a whopping Ksh26.2 million from public coffers.

Bob Kephas Otieno was arrested after investigations showed that he had fraudulently wired the millions to his wife's account under pretence that she had supplied goods to the County Government.

According to EACC, Evaline Awino was credited with the Ksh26.2 million yet no services were rendered.

"Being husband and wife, Awino was legally barred from doing business with the County Assembly of Homa Bay as it would raise conflict of interest," EACC reported.

"Awino's business does not appear in the tender or quotation register of the Homa Bay County," the EACC report added.

Evaline received the money through an account registered for her business, Nyangume Enterprise.

The EACC has established collusion between Otieno and his wife to defraud the Homa Bay County of its millions.
