Deputy Secretary Human Resource Management Officer

Job Group ‘Q’
Terms of Service: Contract
The Deputy Secretary will be responsible to the Secretary/Chief Executive Officer, County Public Service Board for the coordination and supervision of the Secretariat and Human Resource Management activities and programmes.

Responsibilities

·         Providing technical advice on Human Resource Management matters which include:
1.      Establishment, Recruitment and Selection;
2.     Advisory and Discipline;
3.     Training and Development;
4.     Compliance and Staff Audit;
5.     Human Resource Planning;
6.     Performance Management;
7.     Records Management;
8.    Industrial/Labour Relations;
·         Providing Secretariat Services to the Board;
·         Preparing documentation on appeals and applications for review to be considered by the Public Service Commission;
·         Appearing as a witness in cases filed in law courts against the Board;
·         Compiling data and information for review of salaries and remuneration of the public servants for the Board’s determination and recommendation to the Salaries and Remuneration Commission; and
·         Any other duties as may be assigned from time to time.

Requirements

·         Be a Kenyan citizen;
·         Have a Bachelor’s degree in Human Resource Management or other related field from a recognized institution;
·         Have a Masters degree in any of the following disciplines: Business Management/Administration; Public Administration; Human Resource Management/Development/Planning; Law or any other relevant field from a recognized university;
·         Have attended a Senior Management Course or Strategic Management Course not lasting less than four weeks(4) weeks from a recognized institution;
·         Have served in a senior Human Resource position in the public or private sector for a minimum period of eight (8) years;
·         Demonstrate understanding of National Goals, Policies and Development Objectives and ability to align them to the County’s mandate;
·         Be a good team leader with excellent communication and collaborative skills;
·         Have a clear understanding of the County’s mandate;
·         Demonstrate understanding and commitment to the National Values and Principles of Government and Public Service;
·         Proficiency in computer application skills from a recognized institution; and
·         Meet the requirements of Articles 10, 232 and Chapter Six of the Constitution of Kenya, 2010;

Head of Human Resource Management
Job Group ‘Q’
The Head of Human Resource Management will be in charge of the County Human Resource function and will report to the Chief Officer, Public Service and Administration.

Responsibilities

·         Planning, organizing, coordinating and administering all human resource activities within the County Public Service in accordance with the County laws, County policies, Public Service Values, Principles Rules and Regulations.
·         Analyzing effectiveness of human resource policies, rules and regulations in the County Public mService.
Interpretation of Labour Laws and other statutes that impact on Human Resource Management in the Departments;
·         Determining optimal utilization of human resource in the County Public Service;
·         Undertaking organization design to deliver the County mandate;
·         Advising Authorized Officers on the delegated powers, professional human management standards;
·         Ensuring maintenance of good industrial relations among employees and various trade unions
·         Performing oversight role in management of the Integrated Payroll and Personnel Database (IPPD) system in the County Public Service.
·         Coordinating performance management, training and staff development functions as well as staff welfare initiatives.
·         Career development and initiating development and review of career guidelines;
·         Representing the department in senior management meetings as required; and
·         Any other duties as may be assigned from time to time.

Requirements

·         Be a Kenyan citizen;
·         Bachelor’s degree in social sciences from a recognized University;
·         Master’s degree in any of the following fields: Human Resource Planning, Human Resource Management,
·         Human Resource Development, or its equivalent from a recognized University;
·         Higher Diploma in Human Resource Management from a recognized institution will be added advantage;
·         A Certificate in Senior Management Course lasting not less than four (4) weeks or its equivalent from a recognized institution;
·         Ten (10) years relevant work experience in a challenging and busy work environment, five (5) of which must be at senior management level;
·         Valid Membership and Practicing License from the IHRM (K).
·         Certificate in Computer Applications from a recognized institution.
·         Demonstrated professional competence and managerial capability as reflected in work performance and results;
·         Special Qualities: High integrity; assertive; good communication skills; team leader; proactive; analytical skills; interpersonal skills; ability to arbitrate; counseling skills; confidential; good negotiation skills; results oriented;
·         Meet the requirements of Articles 10, 232 and Chapter Six of the Constitution of Kenya, 2010.

Assistant Director of Medical Services/Medical Specialist (Psychiatrist)
Job Group ‘P’
Terms of Service: – Permanent and Pensionable
An officer at this level will report to a Senior Medical Specialist.

Responsibilities

·         Ensuring data and information is collected, transmitted and utilized to benefit the customer and service provider;
·         Carrying out health education and promotion;
·         Training, supervising and mentoring Medical Officers (Interns) and other students;
·         Carrying out community diagnosis, care and treatment;
·         Reviewing patients and instructing in writing all the recommendations;
·         Undertaking “first-on-call” duties including clerking, investigating, and managing patients; conducting weekly clinic days;
·         Responding to intern calls;
·         Preparing medical reports; and
·         Any other medical procedures.

Requirements

·         Be a Kenyan citizen;
·         Must have served as Senior Medical Officer, JG ‘N’ or is equivalent for a minimum period of three (3) years;
·         Bachelor of Medicine and Bachelor of Surgery (MB.ChB) degree from a recognized by Medical Practitioners and Dentists Board;
·         Master’s degree in Psychiatry;
·         Registration Certificate and valid practicing license by the Medical Practitioners and Dentists Board;
·         Certificate In Computer Applications from a recognized institution; and
·         Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010;


Assistant Director, Internal Audit & Risk Management Officer
Job Group ‘P’
The Officer will be responsible to the Deputy Director, Internal Audit for the management of Internal Audit activities.

Responsibilities

·         Managing of internal audit technical activities within the Department comprising of audit systems and information technology;
·         Reviewing the design, development and operation of major computer-based systems of the County to determine whether adequate controls are in place;
·         Ensuring systems testing is performed at appropriate stages or systems documentation is complete, accurate and the needs of users are met;
·         Identifying activities subject to audit coverage, evaluating their significance and assessing the degree of risks inherent in terms of the audit costs involved, determining adequacy and effectiveness of internal control system;
·         Carrying out investigations on irregularities identified or reported in audit reports;
·         Verifying and pre-auditing of Quarterly and Annual Financial Statements prepared by County Treasury for submission to the Auditor General;
·         Reviewing matters raised by the Auditor General in liaison with Chief Officers;
·         Reviewing audit engagement and work plans, programmes and budgets;
·         Reviewing internal control systems on financial and other operations of the County Government;
·         Preparation of Audit briefs, reports and follow up action;
·         Supervising staff including those on the job training and maintaining high audit standards and general discipline;
·         Reviewing audit findings and working papers for audit assignments;
·         Reviewing records of proceedings of entry and exit meetings;
·         Reviewing budgetary controls and periodical financial returns;
·         Carrying out spot-checks to ensure compliance with procedures and regulations;
·         Monitoring and follow-up on implementation of audit recommendations;
·         Evaluating the effectiveness of risk management mechanisms, controls and governance processes
·         Coaching and mentoring junior staff in the Department; and
·         Any other work assigned by the supervisor

Requirements

·         Be a Kenyan citizen;
·         Have a Master degree in any of the following fields: Auditing and Consultancy, Business Administration, Commerce, Finance, Accounting, Project Management, Risk or equivalent qualification from a recognized institution;
·         Bachelor’s degree in any of the following fields: Commerce (Accounting/Finance Option), Business Administration (Accounting/Finance Option) or equivalent qualification from a recognized institution;
·         Served in the grade of Principal Internal Auditor or comparable and relevant position for at least three (3) years;
·         Certificate in Certified Public Accountant (CPA) Part III or Certified Internal Auditor (CIA) Part III or equivalent qualification from a recognized institution;
·         Certificate of registration as a member of the Institute of Internal Auditors (IIA) or the Institute of Certified
·         Public Accountants of Kenya (ICPAK) or Certified Information Systems Auditors (CISA);
·         A Certificate in Computer Application from a recognized institution; and
·         Certificate in Senior Management Course lasting not less than four (4) weeks or its equivalent from a recognized institution; and
·         Shown merit, ability and demonstrate a high degree of professional competence in internal audit work performance and be of integrity, a team player and results oriented;

Principal Internal Auditor
Job Group ‘N’
3 Positions
An officer at this level will report to the Assistant Director, Internal Audit for efficient co-ordination and control of operations involving several teams.

Responsibilities

·         Identifying activities subject to audit coverage, evaluating their significance and assessing the degree of risks inherent in terms of the audit costs involved, determining adequacy and effectiveness of internal control system;
·         Carrying out investigations on irregularities identified or reported in audit reports;
·         Verifying and pre-auditing of Quarterly and Annual Financial Statements prepared by County Treasury for submission to the Auditor General;
·         Reviewing matters raised by the Auditor General in liaison with Chief Officers;
·         Preparation of audit engagement and work plans, programmes and budgets;

·         Have served in the grade of Chief Internal Auditor or comparable and relevant position for at least three (3) years;
·         Certificate in Computer Application from a recognized institution;
·         Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution; and
·         Shown merit and ability and demonstrated a high degree of professional competence in internal audit work performance and be of integrity, a team player and results oriented;

An Officer at this level will report to the Chief Auditor and will be deployed to any of the Audit zonal offices.

Responsibilities

·         Preparation of audit engagement and work plans, programmes and budgets;
·         Reviewing internal control systems on financial and other operations of the County Government;
·         Preparation of Audit Reports and follow up on action taken;
·         Supervising staff including those on the job training and maintaining high audit standards and general discipline.
·         Vouching and verification of sample transactions and reporting observations and findings as required;
·         Reviewing audit working papers for audit assignments
·         Reviewing records of proceedings of entry and exit meetings;
·         Reviewing budgetary controls and periodical financial returns;
·         Physical verification of assets, supplies and stores and confirmation with relevant records kept and maintained
·         Carrying out spot-checks to ensure compliance with procedures and regulations; and
·         Any other work assigned from time to time.

Requirements

·         Bachelor’s degree in any of the following fields: Commerce (Accounting/Finance Option), Business Administration (Accounting/Finance Option) or equivalent qualification from a recognized institution;
·         Certificate in Certified Public Accountant (CPA) Part II or Certified Internal Auditor (CIA) Part II or equivalent qualification from a recognized institution; and
·         Certificate in Computer Application from a recognized institution
·         Have served in the grade of Internal Auditor I or comparable and relevant position for at least three (3) years and shown merit and ability; and
·         Demonstrate a high degree of competence in internal audit work performance, results and be of mintegrity and a team player;

Internal Auditor I
Job Group “K”
3 Positions
An Officer at this level will report to the Senior Auditor and will be deployed to any of the three Audit zonal offices.

Responsibilities

·         Reviewing internal control systems in operation and report on any weaknesses;
·         Undertaking specific audit assignments and preparing detailed audit programmes;
·         Vouching and verification of sample transactions and reporting observations and findings as required;
·         Preparing audit working papers for review by audit supervisor
·         Recording proceedings of entry and exit meetings;
·         Reviewing budgetary controls, collecting and analysing data and statistics;
·         Physical verification of assets, supplies and stores and confirmation with relevant records kept and maintained;
·         Carrying out spot-checks to ensure compliance with procedures and regulations;
·         Preparation of draft reports and holding discussions with clients; and
·         Any other work assigned from time to time.

Requirements

·         Have a Bachelor’s degree in any of the following fields: Commerce (Accounting/Finance Option), Business Administration (Accounting/Finance Option) or equivalent qualification from a recognized institution;
OR
·         Be in possession of CPA Part II or Certified Internal Auditor (CIA) Part II or equivalent qualification from a recognized institution;
·         Have a certificate in Computer Application from a recognized institution;
·         Have good inter personal and communication skills; and
Being a team player
