He said senior civil servants and other officials steal billions of Kenyan shillings annually in a well coordinated system involving many banks in Kenya.

He also expressed frustration by the Government over the Integrated Management Financial System (IFMIS) which he had asked to be reformed because it was being used by State officers to steal funds.

“It makes me angry that the weaknesses which we had revealed about IFMIS’ potential abuses were not acted upon,” Ouko said.
