Private Sector Treatment (via partner Abt Associates)
Background: Led by JSI Research & Training Institute, Inc. (JSI), the Strengthening High Impact Interventions for an AIDS-Free Generation (AIDSFree) project is a 5 year USAID award focused on supporting and advancing implementation of the U.S. President’s Emergency Plan for AIDS Releif (PEPFAR) by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.

The AIDSFree project will
provide global technical leadership, knowledge management, and capacity
development support to strengthen the technical competence and capacity of host
governments and civil society in implementing evidence-based HIV and AIDS
programs.
The overall goal of the AIDSFree
project is to improve the quality and effectiveness of high-impact,
evidence-based HIV and AIDS interventions to meet country-specific goals and
objectives across the developing world.
In line with the PEPFAR Blueprint:
Creating an AIDS-free Generation, the AIDSFree project will translate research
findings to programmatic practices, enhance further development of technical and
organizational capacity to deliver high-impact evidence-based programs, and
disseminate of technical information through traditional, social, and emerging
media for rapid scale up of core evidence-based combination prevention
interventions including prevention of mother to child transmission (PMTCT),
voluntary medical male circumcision (VMMC), HIV testing, and counseling as a
gateway to treatment, condom promotion, and other high-impact approaches that
may emerge over the life of the project.
The AIDSFree consortium of
partners includes Abt Associates, Inc., Elizabeth Glaser Pediatric AIDS
Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS
Alliance, Jhpiego Corporation, and Program for Appropriate Technology in
Health.
To sustainably achieve an AIDS Free Generation, it is critical that governments in high-prevalence countries seek to leverage all available human, logistic, and financial resources in the health sector, including those from private and non-state health actors.

To support this global priority,
in project year 1 AIDSFree developed a technical implementation plan outlining
the design of an innovative public-private pilot project focused on private and
non-state provision of pediatric HIV care and treatment services in high-burden
areas of Kenya (initiating in Nairobi and surrounds).
The plan
outlines the creation of a semi-formal multi-sectoral pediatric treatment
‘Alliance’ that includes a broad a mix of health providers and stakeholders
from a range of private commercial, nonprofit, faith-based, civil society, and
community actors.
Position: Kenya based consultant, AIDSFree Strategic
Information Lead
Reports To: James White (AIDSFree consultant, Private Sector Lead) and Mbogo Bunyi (AIDSFree Kenya Lead)
Number of Days: 65-75 days depending on daily rate

Objectives: The short-term consultant will work in
collaboration with James White, Mbogo Bunyi , and the Abt Associates team
(including other AIDSFree partner organizations) to assist in implementation of
the AIDSFree Public Private Alliance for paediatric care and
treatment.
The purpose of this consultancy is
to facilitate and lead Abt Associates’ support to private sector health
providers and faciltiies in regards to
i) reporting of paediatric care
and treatment and HIV data to public sector HIS, and
ii) ensuring quality and
timeliness of AIDSFree data collection and reporting.
The consultant will be the primary
focal point for the Abt’s monitoring and evaluation effort in Kenya.

In his/her role as a member of the
AIDFree/Abt team, the consultant will:

Scope of Work:
1.
Work closely with Mbogo Bunyi, Lauren Weir, Healthstrat, Abt
Associates staff and AIDSFree consultants (and other AIDSFree partners)
to gather information, strategize, and implement the AIDSFree Kenya PPA
strategic information, reporting, and M&E activity.
2.
Represent Abt Associates AIDSFree in Kenya and serve as lead in-country
M&E focal point on all Abt Associates management of the “AIDSFree PPA in
Kenya”
3.
Represent Abt Associates and the AIDSFree private sector
initiative to public sector health leadership in matters related to reporting
and M&E
4.
Provide targeted Technical Assistance (TA) and implementation
support to assist in planning, preparing, carrying-out, monitoring, and
documenting the implementation of the AIDSFree strategic information initiative
in Kenya in PY3 (through December 31st 2017). This will consist largely of;
a) Supporting planning and
preparation in identifying target private facilities for AIDSFree PY 3
pediatrics service implementation; including identifying appropriate private
sector sites for high yield in the Nairobi area
b) Responsible for final
preparation and sign-off on all local data collection and data entry,
overseeing physical data collection of baseline and monthly quantitative data
via Healthstrat, supporting Healthstrat in their oversight of monthly service
delivery data collection, facility-based data quality assurance and
improvement, and other activities related to monitoring/implementation phase of
M&E for the PPA, ensuring data is duly mined from all channels, cleaned and
reported to Abt.
c) Responsible to work in close
collaboration with NASCOP, MOH, Abt, and Healthstrat to prepare data
dashboards, paper/electronic systems in PPA facilities, and of AIDSFree M&E
processes
d) Conducting regular technical
and coordination meetings with Healthstrat, and targeted planning and coordination
meetings with public and private sector partners
e) In collaboration with KPA
clinical trainers, ensure all private sector clinicians trained for pediatric
ART service delivery also receive Abt/MOH led ‘government reporting and data
management linking training’
f) In collaboration with
Healthstrat, oversee the AIDSFree data collection and M&E portions of
facility/provider readiness training
g) Support analysis of all Data-
clinical service delivery and commodities/logistics including the interrogation
of some clinical aspects” of the data as well as engage some of the senior
medical and nursing staff in the private sector.
h) Support clinical mentoring in
relation to data quality (in collaboration with Healthsrat and per available
budget)
i) In collaboration with Abt Home
Officer M&E tech advisor and the AIDSFree M&E team, will lead the
development of all AIDSFree PPA data systems to collect any clinical diagnostic
and pharmaceutical-related data beyond the existing modules in the MOH’s HMIS
j) Keep detailed and on-going
notes regarding lessons learned, successes, challenges, and opportunities that
can be shared with other implementers pursuing a public-private ‘alliance’
approach for Paediatric HIV care and treatment
k) Respond to reasonable requests
for other ad-hoc or urgent tasks related to PY2 service delivery introduction
(as requested by AIDSFree)
Consultant Profile:
Consultant Profile:
- Senior/advanced
level education in a health related field (Masters degree or above)
- Experience in a
health related field, in particular in the area of M&E for paediatric
and adult HIV, PMTCT, and/or maternal and child health, and pediatric
related practice (7 years or above)
- Experience working
within / with health regulatory authorities (in sub-Saharan or East Africa)
- Experience in
facilitating and participating in large meetings of health providers and
ministry bodies
- Experience working
with or facilitating the work of the private health sector
- Experience in
leading and contributing to the development of health service delivery
projects, in particular in the area of HIV and AIDS
- Demonstrated ability
in program coordination and experience working with Kenya government
agencies, NGOs, CSOs, and private sector entities
- Understanding of the
Kenya national health system and intimate knowledge of the national HIS
systems for HIV
- Advanced excel
skills
- Ability to manage
data bases
- Experience providing
capacity building assistance and training
- Understanding of
PEPFAR Reporting requirements, including MER
- Experience with monitoring
and evaluation in a PMTCT/pediatric HIV program

Specific tasks:
In his/her role as a member of the
AIDFree/Abt team, the consultant will:
1.
Work closely with Mbogo Bunyi, Abt staff (and other AIDSFree
partners as directed) to gather information, coordinate and implement the
AIDSFree ‘Alliance’ and ‘Fund’ component of the PY2 technical implementation
plan for Kenya (ongoing)
2.
Provide secretariat support to convene PPA meetings these could
include roundtable meetings, PPA partner meetings to establish ongoing
public-private collaboration specifically for pediatric ART
3.
Serve as a supportive focal point for public and private members
of the PY3 AIDSFree Alliance, in particular by helping to facilitate open and
transparent dialogue between Abt AIDSFree and its’ partners.
4.
Act as the Aids Free Liason for communication amongst Aids Free
Partners
5.
Manage a single calender of activities that shows when different
partners are conducting in clinic activities to streamline and synergize Aids
Free activities in clinics
6.
Act as a rapparteour at each of the Aids Free Meetings to produce
meeting notes outlining members present, issues discussed, challenges and
opportunities, next steps/solutions, member responsibilities etc.
7.
Report into the AIDSFree M&E process as needed(ongoing)
8.
Keep detailed and on-going notes regarding lessons learned,
successes, challenges, and opportunities that can be shared with other
implementers pursuing a public-private ‘alliance’ approach (ongoing)
9.
Respond to reasonable requests for other ad-hoc or urgent tasks
related to PY2 service delivery introduction (as agreed to with AIDSFree)
Consultant Profile:
- Experienced midlevel
professional with education and experience in medicine or nursing, public
health, management or business, or other related field
- Experience working
on USAID-funded projects and knowledge of USAID procurement regulations is
a plus
- Proven
organizational and communication (written and oral) skills
- Experience in a
health related field, specicially HIV and pediatric related practice
OR other project management experience
- Demonstrated ability
in program coordination
- Strong interpersonal
communication and writing skills
- Highly organized
with an ability to work in teams
