“It is Parliament and not the President that has overall authority over the military,” Raila said.

But Uhuru through his spokesman, Manoah Esipisu, said as a Commander in Chief he had an obligation of withdrawing the forces after meeting with the National Security Committee.

“The decision by His Excellency President Uhuru Kenyatta to recall the Kenya Defence Forces personnel serving in South Sudan was undertaken constitutionally; including obtaining authorization by the National Security Council acting in accordance with its mandate under Article 240 of the Constitution,” Esipisu said.

The spokesman also warned Raila Odinga against playing politics with military issues.

  1. Then what was the noise for when raila was criticising Uhuru for not withdrawing from Somalia. Raila should then criticise the parliament for not advising Uhuru Or not taking the military back to sudan or even talking about it. shidwe
