Kenya is going to the dogs because of UHURU/ RUTO’s incompetency and inaptitude – CORD


We, the Governors elected under the banner of the Orange Democratic Movement representing Mombasa, Nairobi and Kisumu counties have come together out of a deep concern for the welfare of the residents of these great city counties who elected us in 2013. We have come together to oppose the agenda of economic marginalization and sabotage being run by the Jubilee Administration against our people.

Since the inception of devolution, Jubilee has systematically implemented a scheme hatched to ensure the failure of this new system of governance that Kenyans themselves chose when they voted to pass the Constitution of Kenya 2010. The frustrations began right from the beginning when Jubilee chose to lock county governments out of government offices. In Mombasa for example, Governor Joho had to hire private premises to house his government yet there are available and appropriate government buildings that Jubilee chose to allocate to junior officers.

Jubilee then escalated affairs against Devolution when they refused to release the constitutionally stipulated 15% of the national budget to the counties for 3 years straight. This prompted governors to pursue the "Pesa Mashinani" campaign in an effort to improve service delivery to our people. Our counties have been struggling with the financial burden of thousands of staff inherited from the national government as well as functions devolved without funds following.

Kenyans will note that Jubilee still allocates upwards of KES40 billion to the Ministry of Health yet Health is a devolved function. To make matters worse, they continue to incur significant debt for counties for purchase of medical equipment without consultation.   1. These ODM governors main agenda is to loot their counties dry; some of them do not even send money collected as taxes to the central bank of Kenya but instead they hide the money in sacks n that is the origin of counties mismanagement.
