Plan International Kenya

In the past three years Plan International Kenya has grown its portfolio. Operating in more than twelve counties and with a robust Nairobi urban programme, there is a growing diversity of contracts and grants as well as projects funded by the sponsorship programme.

Increasingly Plan International Kenya is changing its modality to work with and through local partners as well as with government and in public-private partnerships.

Role purpose: Plan International is the implementer of the USAID funded Support for Orphans and Vulnerable Children (Nilinde Project) in Nairobi and Coast counties. 

This is a five year Program that aims to improve the welfare and protection of orphans and vulnerable children affected by HIV/Aids in Kenya.

Dimensions of the Role: The Grants Manager will be based at the Nilinde Nairobi Office, and will report to the Head of Operations. 

S/he will lead a team of three Grants Officers and a Senior Grants Coordinator and provide general oversight over the Grants Management Function for the Project in Nairobi, Mombasa, Kilifi, Kwale and Taita Taveta counties.

Accountabilities
·                     Oversee compliance reviews  and project audits processes of Consortium and Service delivery partners to ensure donor compliance
·                     Ensure follow up by the Grants team on accountabilities from sub grantees in a timely manner to necessitate processing of additional funding.
·                     Review deliverables/milestones in respect of FAAs and provide necessary certifications prior to sending additional funds to the grantees.
·                     Perform reviews of grantee’s financial reports (liquidation reports) and related supporting documentation and ensuring that only allowable, allocable and reasonable costs are charged to the project
·                     Work closely with the Finance team in developing plans/budgets for the financial needs of sub grantees.
·                     Work collaboratively with the other grants management team members in overseeing sub-grant functions and coordinate preparation of grant agreements, monitoring of grant periods and close out of the sub-grant awards.
·                     Ensure budgetary controls of grantees and provide technical assistance to recipients, as required by the program.
·                     Implement policies and procedures around the administration and monitoring of grants, and procedures designed to comply with USAID regulations.
·                     Provide mentoring and training and build financial management capacity of Service delivery partners and Consortium Partners finance and grants teams.
·                     Ensure proper interpretation and application of USAID procedures and regulations by SDPs throughout the project management cycle.
·                     Oversee the tracking and reporting of financial performance of sub-grants ensuring funds are used efficiently and effectively and in accordance with donor intent.
·                     Develop tools to track supervision visits to partners and provide necessary updates to technical teams.
Reporting and Documentation:
·                     Ensure evidence based quality reporting
·                     Regularly gather data and other information relevant for reporting
·                     Submit regular/scheduled complete, accurate and timely reports that conform to prescribed formats and other parameters from Plan and the donor
·                     Contribute to documentation and sharing of best practices with stakeholders as appropriate
Problem Solving:
·                     High level strategic thinking and skills to negotiate with National Offices and donors on funding issues.
·                     Good communication skills and judgement to negotiate with staff from National Office, with partners and with donors.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships: The post holder will be required to initiate, develop and maintain a range of working relationships, including with donors, implementing partners and other development organizations. 

Effective working relationships with other Plan staff and departments are also critical for this position.

Technical expertise, skills and knowledge

Educational Qualification & Experience- Essential
·                     A Bachelor’s degree in  Finance, Accounting or related field
·                     At least 5 years’ relevant experience in Grants Management in a USAID funded NGO/Project.
·                     Good understanding of programmes and participatory approaches to development.
·                     Knowledge in  USAID donor reporting requirements is a requirement
·                     High level of integrity, values, ethics and attitudes that align with principles of Plan’s Child Protection Policy
Key Skills Specific to the Post:
·                     Excellent grant management skills, including ability to identify challenges and provide or work with teams to propose possible solutions
·                     Knowledge of programming processes, systems and principles, and the ability to provide leadership and support staff working on grant-related programmes

Role Purpose: Afya Pwani is a USAID funded project being implemented by a consortium of partners in Coast region. 

The project focuses elimination of Mother to Child Transmission of HIV (eMTCT) by increasing access to health care and services for HIV positive mothers, increasing access to Maternal Newborn and Child Health (MNCH) and improving nutrition, access to Family Planning, Water and Sanitation services for key populations.

The project will offer targeted services, work in partnership with the Government to build capacities of Government Health care facilities and strengthen county health care systems.

Dimensions of the Role: The incumbent supervises two (2) Project Implementation Officers and liaises with all other contributing staff on this project. S/he will uphold Plan Core Values, promote mission and vision, programme principals (transparency, gender equity and diversity), to enhance programme impact.

Accountabilities

Oversee and Coordinate Project Implementation
·                     Implement in a gender responsive manner the objectives of the Afya Pwani project
·                     Ensure that interventions are planned and implemented for maximum impact, synergy and cost-effectiveness.
·                     Together with key project stakeholders, organise regular performance review meetings to assess progress and agree on and communicate any changes in strategy.
·                     Ensure Plan’s Policy on Gender Equality, Child Protection Policy and Code of Conduct are adhered to in project implementation.
·                     Ensure compliance with established targets and quality of project outputs.
·                     Ensure proper management of project database, records and files.
·                     Coordinate with other staff on resource allocation/mobilization and information and ensure that appropriate synergies with others are achieved as it relates to implementation of multiple projects in the same areas.
Manage Project Resources
·                     Develop and regularly manage Afya Pwani annual and quarterly implementation plans and budgets.
·                     Prepare breakdown/s of project budget by interventions
·                     Monitor expenditures by interventions and ensure compliance with approved budget
·                     Ensure timely budget adjustments and revisions in compliance with USAID regulations.
·                     Timely preparation and submission of accurate financial reports according to donor regulations
Build and maintain stakeholder relations
·                     Represent Plan and the project externally with partners, Government and other agencies at county on issues related to the Afya Pwani projects’ deliverables.
·                     Coordinate with relevant Plan and consortium staff in sensitizing county and sub-county level government authorities about project activities, beneficiary selection criteria and policy and procedure of project implementation.
·                     Attend periodical project-related meetings in the area of operations and at the Kenya Country office in Nairobi
·                     Coordinate with other NGOs, local and private sector players working within the operational areas to expand opportunities for partnerships for Plan and the consortium.
Human Resources Management
·                     Smooth / efficient project performance and effective management of and communication with project team and with the managers at the Country Office
·                     Capacity development of Afya Pwani staff reporting to the position in all areas related to the project
·                     Lead and manage performance of Project Implementation Officers
·                     Ensure that staff welfare issues are communicated through appropriate HR and management structures as well as back to/with staff.
Design, Monitoring and Evaluation and Learning
·                     In liaison with the project M&E Manager from Plan and Pathfinder, lead the technical design of project interventions and development of technical guidance and tools for field staff.
·                     Monitoring progress and quality in conjunction with the M&E team at KCO
·                     Establish proper sex, age disaggregated data collection, consolidation and reporting mechanisms at county and sub county level in accordance to USAID reporting requirements.
·                     Write project reports and analyse from a gender perspective outputs.
·                     Ensure project learnings and achievements are documented and disseminated widely.
Reporting and Knowledge management
·                     Submit timely and accurate project reports according to Consortium, Country Office and USAID regulations.
·                     Liaise with program team to ensure learning is available to the wider organization and outside as relevant.
·                     Ensure all project documentation is filed and organised for accountability purposes.
·                     Contribution to evidence-based/learning within project, technical expertise, and field-based sex age disaggregated data collection for design, communication/liaison with relevant stakeholders/partners.

Key relationships


S/he will work closely with Plan International Kenya’s leadership, including the Area Manager, the Finance and Grants Teams; and Programme Managers. 

The incumbent will work closely with the project Prime partner, Pathfinder, and other consortium members to deliver the project objectives.  

S/he will be expected to build synergies and leverage on the already existing Plan International projects and partnerships in Kilifi especially the USAID funded OVC project, Nilinde.

Technical expertise, skills and knowledge


Educational Qualification & Experience- Essential
·                     Public Health (Nurse, Public Health, Medical Doctor) professional with postgraduate qualification.  Equivalent field experience may be considered in lieu of post graduate qualification
·                     Minimum six (5) years’ experience in MNCH/FP programmes
·                     Understanding of operations/ action research desirable
·                     Proven experience in project cycle management and managing a team including performance management and coaching.
·                     Experience working with the Ministry of Health. Experience working with partners in a consortium is desirable.
·                     Experience of and commitment to working through systems of community participation and accountability for social change desirable
·                     Practical experience and understanding of the community health strategy
·                     Experience of training and capacity building staff
·                     In-depth knowledge of social determinants of health and health inequality and health advocacy
·                     Culturally sensitive with qualities of patience, tact and diplomacy
·                     Commitment to fully adhere to Plan’s Child Protection Policy
Competencies
·                     Understanding and experience of working with PLWHIV and vulnerable communities
·                     Supports implementation of gender and culturally sensitive health services among the target population
·                     Ability to transfer knowledge; supports staff to deliver program services and support according to the approved work plan, standards, and timelines.
·                     Strong report writing skills; ability to identify the key elements and criteria of writing quality reports. Capacity to produce accurate, consistent, high standard reports for the project in compliance with donor standards.
·                     Communicates with influence: Demonstrated effective interpersonal communication skills, including conflict resolution and negotiation skills community consultation skills and an ability to prepare accurate and detailed documentation.
·                     Building effective teams and partnerships:  Acting as a team leader as well as player, even if this results in adjustment of own priorities; develops mutually trusting relationships with complex partnerships to deliver excellent project outcomes.
·                     Proficiency in computer skills: including Microsoft Office and working knowledge with different computer programs, both computer and web-based.
