Owino said they were just preparing for peace having learnt from past experiences and therefore did not want to be caught flat-footed.

However, he said the police would deal ruthlessly with any acts of lawlessness during elections.

“We are not buying items for riots, but we must prepare for worst, judging from our history and we know that Kenyans can be a little cheeky.”

“We don’t want a situation similar to 2007 where we accused of lacking the capacity,” Owino said.

“If violence occurs, then we have to stop it and it means we will use slightly more force than that used by those causing violence,” he added.
