Thursday, November 3, 2016 - Deputy President William Ruto’s man at the National Treasury has been implicated in the scheme to punish auditor Bernard Muchere, the man who exposed the sh5 billion scandal at Afya House.
In a letter which is now in the public domain, Health Principal Secretary, Dr. Nicholas Muraguri, in collaboration with Treasury Cabinet Secretary, Henry Rotich, tried to transfer Muchere in a bid to cover up the theft.
According to the letter, Muraguri initiated the move claiming that the job needed more senior auditors than Muchere, who was seconded to the Ministry in June to investigate the scandal, and was backed by Rotich.
Muraguri wrote to Rotich on July 12th asking for the transfer of Muchere only weeks after his posting but it is not clear why the nefarious plot didn’t work for them despite the Treasury backing the move.
“The purpose of this letter, therefore, is to request for posting of internal auditors in senior positions who are conversant with the audit of donor projects and other funds,” Muraguro wrote in the letter to Rotich.
