The office of the Governor, Bomet County wishes to recruit competent and qualified persons to fill the following positions as per the Constitution of Kenya 2010 under article 176 and County Government Act, No. 17 of 2012.


Chief Officers (10 Posts)

In the following functional areas:
·                     Economic Development & Marketing.
·                     Agriculture and Fisheries
·                     Health and Sanitation
·                     Education and Vocational Training
·                     Finance
·                     Energy, Housing and Urban Planning
·                     Environment, Water and Natural Resources
·                     Social Services and Sports
·                     Tourism, Trade and Industry
·                     Public Works and Transport
Salary Scale : Kshs. 120,270 – 180,660 p.m.
House Allowance
 : Kshs. 56,000 p.m.
Commuter Allowance
 : Kshs. 20,000 p.m.
Terms of Service :
 Contract

Requirements for appointment
·                     Be a Kenyan Citizen;
·                     Be a holder of at least a first degree from a University recognized in Kenya;
·                     Satisfy the requirements of Chapter Six of the Constitution; and
·                     Have knowledge, experience and a distinguished career of not less than ten years in the specific area;
Duties and responsibilities

The Chief Officer shall be the authorized officer in respect of exercise of delegated power and shall be responsible to the respective County executive member for:
·                     The administrative of a County department
·                     Implementation of policies and development plans
·                     Development and implementation of Strategic Plans
·                     Formulate and implement effective programs to attain Vision 2030 and sector goals
·                     Promote national values and principles of governance and values and principles of public service.
Sub County Administrators: Five (5) Posts

Salary scale:
 Kshs 89,748-120,270 p.m
House Allowance: Kshs 20,000 p.m
Commuter Allowance:
 Kshs 14,000 p.m

Requirement for appointment
·                     Be a Kenyan citizen;
·                     Be a holder of at least a first degree from a university recognized in Kenya;
·                     Working experience of not less than ten years;
·                     Have qualifications and knowledge in administration or management; and
·                     Satisfy the requirements of Chapter Six of the constitution
Duties and Responsibilities

The sub-county administrator shall be responsible to the respective chief officer for:-
·                     Coordinating the management and supervision of general administrative functions
·                     Developing policies and plans
·                     Ensuring Effective Service Delivery
·                     Coordinating developmental activities to empower the community
·                     Providing and maintaining infrastructure and facilities of public services
·                     Maintaining the county public service
·                     Facilitating and coordinating citizen participation in the development of policies and plans and delivery of service; and
·                     Exercising any functions and powers delegated by the county public service board
Ward Administrators (25 Posts).

Salary Scale
 : Kshs. 48,190 – 65,290 p.m.
House Allowance
 : 17,000 p.m
Commuter Allowance
 : Kshs. 8,000 p.m.

Requirements for Appointment
·                     Be a Kenyan Citizen;
·                     Be a holder of at least a first degree from a University recognized in Kenya;
·                     Working experience of not less than five years;
·                     Have qualifications and knowledge in administration or management; and
·                     Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities

The Ward administrator shall be responsible to the sub-county administrator for the following:
·                     Coordinating, managing and supervising the general administrative functions in the Ward unit;
·                     Developing policies and plans;
·                     Ensuring effective service delivery;
·                     Coordinating developmental activities to empower the community;
·                     Providing and maintaining infrastructure and facilities of public service;
·                     Managing the County Public Service;
·                     Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services;
·                     Exercising any functions and powers delegated by the County Public Service Board.
Town Administrators (2)

Salary Scale :
 Kshs. 77,527 – 105,894 p.m.
House Allowance
 : Kshs. 20,000 p.m.
Commuter Allowance
 : Kshs. 12,000 p.m.

Requirements for Appointment
·                     Be a Kenyan Citizen;
·                     Be a holder of at least a first degree from a university recognized in Kenya;
·                     Working experience of not less than five years in administration or management either in the public or private sector; and
·                     Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities

The Town Administrator shall be answerable to the town committee.

Duties and responsibilities will include:
·                     Implementing the decisions and functions of the board;
·                     Overseeing the affairs of the town;
·                     Developing and adopting policies, plans, strategies and programmes;
·                     Formulating and implementing an integrated development plan;
·                     Maintaining a comprehensive database and information system of the administration and providing public access thereto upon payment of a nominal fee to be determined by the committee;
·                     Ensuring preparation and submission of the town annual budget estimates to the relevant County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill;
·                     Establish, implement and monitor performance management systems; and
·                     Perform such other functions as may be delegated by the Town Committee.

·                     Candidates will have a bachelor’s and master’s degree in business administration, finance or economics
·                     Candidates will possess extensive experience and training within public finance

·                     Must possess strong analytical and communications skills to both understand complicated financial
·                     Maintain vital leadership skills, such as determination, decisiveness, accountability and self-confidence

    pure merit lest we will be the laughing stalk in the next two years when counties are ranked.This comment i specifically direct to the governor ,Mcas and mps within the county.!!!!!!

Ruto is seriously loosing his reputation by recycling political REJECTS TO WORK IN THE COUNTY. WE NEED TECHNOCRATS AND NOT POLLUTED MINDS. LETS US NOW WORK TOWARDS PUTTING SUCH PROFFESSIONALS AS Dr. JOYCE LABOSO-DEPUTY SPEAKER FOR POSITION OF Governor and Dr. JULIUS KONES TO BE HER running mate in the next election. WE HAVE ALOT OF CONFIDENCE IN THEM.The TWO WILL BE VERY PROFFESSIONALS AND WE KNOW THEY WILL STREAMLINE EMPLOYMENT ON MERITS.
